LEGAL PROTECTION OF CHILDHOOD IN THE RUSSIAN FEDERATION

N. Yu. Kiryushina, L. B. Morozova

Abstract. The article analyzes the qualitative state of child protection system prevailing in Russia.
It concludes that the national legislation contains a wide range of guaranteed rights of minors in accordance
with the international standards. In this case the state mechanisms to protect and restore the
rights of children suffer defects. Appeal to the law on basics of prevention of child neglect and juvenile
delinquency indicates, first, the intention of the legislator to provide legal protection to all children and
families at risk, and secondly, the absence of such mechanisms. It is considered that there is a need to
revise the conceptual framework of the system for the protection of children in socially dangerous situation
towards determining the subjects of authority and responsibility. Of central importance is the
formation of the legal framework of interagency cooperation.
Keywords: children’s rights, protection of children’s rights, family law, juvenile, child neglect, crime,

Abstract
