QUALITY AND COMPETITIVENESS OF EDUCATION SERVICES: EXPERIENCE IN THE DEFINITION AND DIFFERENTIATION OF CONCEPTS (part 2)

Abstract. The study presented in two articles examines generic concepts of “quality”, “competitiveness”,
“service” and “education” and also the features of education services production and consumption
in order to define and to differentiate the concepts of “education services quality” and “education
services competitiveness”. It provides the conclusion that the concept of education service qual-external environment of education organization. Moreover, the perspective provided in the study
suggests that education service quality reflects an actual degree of accordance of real education service
properties and needs of different consumers, customers and beneficiaries and also the necessity
to differentiate education service quality and education service quality production.
One of the results of the study is the concept of customer education service quality which not often
includes education results, very often reduces to features of education service process itself including a
school or a university trademark. On the contrary the education services quality from governmental perspective
needs to include first of all long-terms effects of education. This provides to internal contradiction
in this term because examination of today effects conducts to evaluation of yesterday quality.
The study suggests the limited scope of correct application of the concept of “education service competitiveness”
which is determined by the views of consumers and other actors helping consumers to
choose or making a chose for consumers about educational results (to a lesser degree), about features of
education service process itself, about short-terms and long-terms effects of education service and about
the price. The conceptualization of concepts that has been implemented makes it possible to explain the
frequent lack of correlation between the competitiveness of producers of educational services and the
actual quality of these services, as well as the fact that the mechanisms of financing educational services
from budgets often help to increase the divergence of competitiveness and quality. The analysis
allows to state that the state, declaring care for the quality of educational services, in fact has very poor
effect on this quality, several directions for improving the mechanisms of influence on quality used by
the state have been suggested.

FEDERAL BUDGET LAW AS A SOURCE OF REGULATION OF EDUCATION FINANCING

Abstract. The article elaborates on the role of the federal law on the budget in financing of education in
Russia. In this regard the article analyzes the issue of the status of the federal law on the budget. The federal
budget law contains the amount of expenditure on education and is the main basis for the implementation
of state policy in the field of education. Also, the significance of the federal budget as a „point of
collection” of state programs that provide financing for the development of education is also considered.

ISSUES OF RATIO OF THE SOURSES OF PRIVATE LAW

Absrtract. The article analyzes the ratio of different sources of private law. Relevance of a research
subject is defined by lack of uniformity in approaches to the solution of the problem of interaction of
sources of precepts of law both on theoretical and on legislative levels. The author draws a conclusion
that interaction of sources of law can be based on the horizontal and vertical principles. Horizontal
interaction assumes interrelation of different types of private law sources. Vertical interaction is based
on identification of hierarchy of sources of law in relation to each other within one group. The hierarchy
of sources of law can be only where the hierarchy of the bodies publishing them takes place. The
custom and the contract created by participants of civil circulation do not enter vertical interaction.

EDUCATION AS A FACTOR OF ENSURING ECONOMIC SECURITY IN RUSSIA

Abstract. The article dwells upon the issues of participation of education in ensuring economic security
and social stability of Russian society. In this respect the article considers the influence of education
on economic growth, the development of human potential, the increase of labor productivity, the
growth of the well-being of the population. The methods of positive impact of education on scientific
and technical and technological progress, expansion and innovative development of social production,
increasing the level of the well-being of population are revealed. It is noted that the close interconnection
of education and science is an additional condition for ensuring economic security due to the
fact that scientific knowledge enhances the capabilities of people, state and society to confront various
threats, to anticipate and suppress emerging dangers.

METHODICAL APPROACH TO DEFINING THE FACTORS OF POPULATION REPRODUCTION

Abstract. The article considers the fund of time as a factor which is most closely connected with reproduction
of population. Desire of women to give birth to children is in a conflict with their increasing system
of values and decrease in free time when the child is born. Therefore to keep and develop the system
of women’s exalting needs, it is necessary to create conditions so that women with the birth of children
don’t feel disadvantaged in terms of free time. For this purpose it is necessary to develop a system of
preschool institutions and workplaces for women with children with flexible schedule and remote access.

SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT AS SOURCE OF UPDATING THE CONTENT OF EDUCATION

Abstract. The article considers the problem of updating and specification of the content of general
education. The strategy of scientific and technological development is analyzed as a regulator of updating
the content of general education. When designing the content of general education on the basis
of new knowledge and directions of scientific and technological development, a dilemma arises: on the
one hand, multidisciplinary in the development of science and technology, and on the other – monosubject
(a concept of „school subjects”). The change in the role of the content of education is projected:
educational programs, test and diagnostic materials used in the procedures for assessing the quality
and results of the implementation of educational programs in general education: state final certification
(State final attestation, Unified State Exam), national studies on the quality of education, and
all-Russian test work.

PEDAGOGICAL CONDITIONS OF CONTINUITY IN THE DEVELOPMENT OF EDUCATIONAL RESULTS IN THE SYSTEM «LYCEUM – UNIVERSITY»

Abstract. The processes occurring in national education show that the mechanisms of succession are
insufficient. The authors of the article see the solution of this problem in the observance of the pedagogical
conditions that ensure the continuity in the development of educational outcome. The article

IMPROVING THE STAFFING OF FOREIGN LANGUAGE TEACHING IN THE SYSTEM OF ADDITIONAL PROFESSIONAL EDUCATION

Abstract. The article reviews human resource aspects of teaching foreign languages in the system of
continuing education that is currently supposed to include professional retraining, continuing professional
education and corporate teaching. It demonstrates that staffing structure conditions academic
and organizational aspects. Conditioned in its turn by didactic, socio-economic and psychological
factors, which are analyzed in the article as well, it spans two levels: casting teachers and proving
due conditions for them to form a positive image and economic profitability of these jobs.
As an example of structural components on these levels, the article presents the applying job-analysis
method for foreign language teachers, making up their portfolios as well as academic coordinator’s
range of responsibilities in this system. Particular attention is paid to teachers’ universalization and
forms of experience exchange, as well as to integration of corporate educational centers in university
additional education structures for making an attractive image of this system both as educational service
and an employer.

EVALUATION CRITERIA FOR TRAINING FINE ARTS LITERACY IN THE PRE-PROFESSIONAL CLASSES OF CHILDREN’S ART SCHOOLS

Abstract. The article deals with the problem of an assessment of paintings of pupils of the children’s
art schools working according to new pre-professional programs.
Relevance of the article is in the attempt to disclose technology of estimation of quality of theoretical,
practical and creative preparation for the subject „painting” for children in 1-2 grades, on the basis of children’s
art schools, according to new additional pre-professional general education programs.
As a research task the author defined an attempt to objectively evaluate children’s drawings in order
to develop more effective methods of teaching.
Considerable attention is paid to a multilateral technique of estimation of paintings. A special feature
of the author’s approach is application of the educational algorithm which is increasing informative
and creative activity of the child and is positively influencing the level of the academic prevocational
training in the subject „painting” of pupils of children’s art schools.

ASSESSMENT OF THE QUALITY OF SCHOOL EDUCATION IN RUSSIA AND CANADA

Abstract. The article considers the development and implementation of a system of accountability in
education in Canada and in Russia. Among forms and methods contributing to assessment of the education
quality in both countries it is marked the participation in national, provincial/unified examinations,
teachers evaluating in the context of accountability ; similarities and differences in accountability
systems of both countries are pointed out as well as world trends in the improving quality of
education. Taken the largest province of Canada as an example, the article reveals a complex approach
to the assessment of pupils’ educational achievements, purposes and procedure of comprehensive school
teachers’ assessment and makes analogy with the procedure of certification of pedagogical stuff of state
and municipal educational institutions in Russia.

PEDAGOGICAL PRINCIPLES OF SINGERS’ TRAINING IN THE VOCAL WORK OF MARIA MOISEEVNA MIRZOEVA

Abstract. The article deals with the analysis of pedagogical experience in training academic singers within
past decades. The author asserts that studying the history of national culture can broaden educational
programs of specific institutions, as well as promote the development of innovative approaches to methodology
of singing training taking into account contemporary cultural and social conditions.
Traditional principles of teaching singing include the unity of musical, artistic and vocal and technical
development of students, gradualism and consistency in the complication of vocal, technical
and musical-performing tasks, individual approach to learning. The article reveals their essence and
content from the standpoint of the achievements of modern science in the field of philosophy, anatomy,
physiology, neurophysiology, acoustics, phoniatry, aesthetics, and others. Every teacher, in order to
implement these principles in practice, uses his own methods. Of great interest is the work with singers
in the class of professor of the Moscow State Conservatory Maria M. Mirzoyeva. As a result of theanalysis of data in the archives, available works, vocal compositions and teaching M. M. Mirzoeva’s
handbooks, as well as her students’ memories, the article presents a step by step methodology of training
the academic singers. Mirzoeva’s professional experience demonstrates her loyalty to the traditions
of Russian vocal school and her methods remain up-to-date for the modern educational practice.

THE USE OF AUTHENTIC MATERIALS FOR AUTONOMOUS STUDENT LEARNING

Abstract. Autonomy implies the ability of students to take responsibility for their education, make
independent decisions, actively use resources, and comprehend the material. Autonomous students
successfully engage in self-access language learning centers, conduct glossaries, analyze their successes
with the help of entries in their journals, take active part in project activities with the involvement of
materials from the Internet. The themes of self-prepared speeches are biographies of writers, distance
courses, authentic stories. The use of authentic materials in teaching autonomous students promotes
the formation of a friendly attitude towards foreign cultural values; the formation of a personal position
in the perception of the global world; the improvement of national self-awareness on the basis of
familiarity with the samples of world literature; the development of skills in operating structures and
units of authentic materials.

MASTERING THE TECHNIQUE AND TECHNOLOGY OF PAINTING AS AN EFFECTIVE INSTRUMENT OF DEVELOPING THE QUALITY OF PROFESSIONAL ARTISTIC TRAINING FOR MASTERS IN THE PEDAGOGICAL UNIVERSITY

Abstract. The article deals with the issue of studying professional methods and techniques in painting
by master students of pedagogical universities for using them in creative work in various types and
genres of painting. The authors consider the importance of mastering the technical skills in reproducing
the nature by students when dealing with color problems.
The article presents the results of designing a special course “History, technique and technology of oil
painting” which implements the interdisciplinary approaches in the higher artistic and pedagogical
education and allows master students to study the problems that are common both for the history of
painting and for the professional artistic practice.
The article elaborates on the need of developing the ability of holistic artistic perception while mastering
the professional use of painting tools. The expediency of studying the technique of painting in
the context of its historical development is emphasized. The dependence of the quality of professional
artistic training of masters on the use of effective methods of mastering the techniques and means of
painting of old masters in the educational process is revealed.

Abstract. The reorganization of Moscow schools in the territorial educational complexes led to major
changes both in formal procedures and informal professional interactions among teachers. Research
review on educational development shows that professional interactions are one of the key factors of
school improvement. The article analyzes two cases of territorial educational complexes in Moscow.
Based on the social network analysis data, professional interaction structures of teachers and formal
leaders are shown in the article.

CURATOR`S ACTIVITY IN THE EDUCATIONAL SYSTEM OF MILITARY INSTITUTE OF NATIONAL GUARD TROOPS

Abstract. This article deals with the issue of improvement curator’s educational activity at the military
institute department on the example of Russia`s National Guard Troops. The bases of the existing
educational system in the military higher education institution, and in particular the activity of curators
as a link in the relationship between the cadet and the educational environment of the military
high school are studied. The study of problem issues arising in the work of curators is being conducted,
the results of curators’ activities in cadets divisions in the military high school of the troops of National
Guard are analyzed, and the successful experience of curators’ activity is studied.

ORGANIZATION OF RESEARCH ACTIVITY OF HIGH SCHOOL STUDENTS AT CHEMISTRY AND BIOLOGY DEPARTMENT OF THEADVANCED EDUCATIONAL SCIENTIFIC CENTER MSU

Abstract. Research activity of high school students of chemistry and biology department of the
Advanced Educational Scientific Center (AESC) MSU has been regularly developing for more than ten
years. The activity is based on the support of teachers of departments of chemistry and biology, and
on the interaction with the MSU faculties and research institutes. The students perform the full cycle
of research work beginning from the choice of topic to the defense of the course paper. The authors of
the best researches have a possibility to publish it and to present it at the conferences. A high level of
the research work is confirmed by successful results of students’ performance at scientific conferences.
As our monitoring of publication activity of AESC alumni in ISTINA bibliographic system shows,
the experience of research activity at the level of high school simplifies the consequent participation in
research work during the study in MSU.

THE ROLE OF NEW TECHNOLOGIES IN THE SYSTEM OF EVALUATION OF STUDENTS

SOCIALIZATION OF COLLEGE STUDENTS IN THE ADAPTATION PERIOD

Abstract. The article analyzes the features of socialization of graduates of rural schools to the educational
environment of the college during the period of adaptation. As a result of the analysis of the
concept of socialization from the perspective of the subject-object approach, it is revealed that social
adaptation is implicitly included in the process of socialization, is an integral part of it. Consideration
of socialization through the prism of the subject-subject approach made it possible to understand that
it is necessary to organize activities in which the student would occupy a subjective position, i.e. active,
meaningful, which is characterized by the adoption of the goal, the possibility of freedom of choice,
the manifestation of a creative approach, the achievement of socially and personally significant goals.
Considering the specificity of the adaptive mechanisms of socialization in relation to the specific conditions
of the secondary vocational institution, the authors identify a group of graduates of the 9th
grade of rural schools who have an increased risk of dis-adaptation to new learning conditions. On
the basis of the generalization of practical experience, three groups of specific difficulties for studentsand graduates of rural schools are singled out during the period of adaptation: organizational and
common, sociocultural and communicative, difficulties in the independent regulation of educational
activity. The authors propose to implement the process of socialization of students in the period of adaptation
in stages. At the first stage, the diagnostic, social teacher organizes the collection of personal
data, information about the social situation of the student’s family, conducts psychological and pedagogical
diagnostics of the personality characteristics of the freshman. Using the methods of analysis,
observation, conversation, questioning (the method „Assessment of communicative and organizational
inclinations in the process of primary professional counseling” by V. V. Sinyavsky and B. A. Fedorishin),
socio-metrics, peer review, the social pedagogue together with the psychologist and teachers
determine the individual trajectory of the social Development of freshman in the period of adaptation.
At the second stage, process-based, leading methods, success situations and inclusion in socially significant
activities and creativity have been chosen. Social design technology, „peer educators,” business
games, trainings and workshops „Family Economics”, „Planning a Student’s Personal Budget.” were
also used. At the third stage, reflexive, control diagnostics is carried out, reflecting the effectiveness of
social and pedagogical activity in the socialization of college students during the period of adaptation.

CONDITIONS OF DEVELOPMENT CREATIVE ABILITIES OF STUDENTS IN EDUCATIONAL ACTIVITY

Abstract. This article presents the relevance of the problem of development creative abilities of students
in their learning activities. It shows the relationship of concepts „creativity” and „creative abilities”.
The article considers the terms for the gradual development of creative abilities connected with
the elaboration of students’ desire to manifest their own initiative, readiness to act in non-standard
situations, to fill knowledge and skills with personal senses. It provides practical experience in implementation
of the „step” system conditions on employment on psychology and ethics of professional activity
and reveals the identified results of level of development of creative abilities of students.

THE ROLE OF WORD BUILDING IN FORMING THE SPELLING SKILLS OF FOREIGN STUDENTS

Abstract. The article deals with the role of word building in the formation of spelling skills of foreign
students. The process of mastering Russian spelling skills by foreign students has its own peculiarities.
Recent methodological study has convincingly shown the need of creating general approximate basis of
actions, that is early system representation of the language material. In this regard development of the
problem of cognitive style of pupils has to become an urgent task of the theory and practice of teaching
Russian as a foreign language. System work in the field of word building will give the chance not only
to structure the available sketchy knowledge of pupils of separate productive models, but also to carry
out purposeful work in the field of development of pupils’ deep spelling skills

DEVELOPMENT OF PSYCHOLOGICAL CHARACTERISTICS OF STUDENTS WITH LOW ACADEMIC ACHIEVEMENT ENROLLED IN PRIMARY SCHOOLS

Abstract. The article deals with the comparative analysis of data obtained during the implementation
of psycho-pedagogical program for the development of psychological characteristics of primary
school students. The article presents the results of the formative work aimed at improving the academic
achievement of students with low results. The article examines psychological characteristics
of self-regulation, internal action plan and reflection and prove their relationship with academic
achievement of primary school students. The author develops an idea of studying the psychological
characteristics of primary school students. The theoretical significance of the work lies in the fact
that the results confirm the assumptions and methods used in educational psychology with the aim
of development of subjects of educational activity. The practical significance of the work is in the
application of the obtained results with the aim of improving the quality of primary education, useof programs of targeted development of low achiever. The results of study allow a more broad approach
to solving the problem of academic achievement among elementary school students
The practical significance of the work lies in the application of the results to improve the quality of primary education,
use of programs of targeted development of students with low academic performance.
Results of the study will help psychologists, teachers of primary education, tutors to provide individual approach
to each pupil and also as a teoretical-methodical help when developing additional programs aimed
at the development of psychological characteristics defining success of educational activity of students.

METHODOLOGY AND CONTENT OF THE TRAINING PROCESS OF YOUNG HOCKEY PLAYERS AGED 9–12

Abstract. Taking into account the indicators of physical development and fitness allows to give objective
information about the health state of young athletes which should be considered while planning
the training process and team making. The article provides information on the influence of trainings
on physical development of young hockey players in a three-year macrocycle of training process according
to anthropometry and to the condition of physical fitness and functionality of an organism. Based
on the received results an advanced technique of training young athletes taking into account age,
physical development, functional reserves and physical fitness is developed.

Abstract. The article considers the prospects of traditional (supportive) and innovative (advanced)
education for the implementation of the model of ecologically sustainable development of the country. A
structurally functional model has been developed. The model includes components aimed at the formation
of key educational competencies and is focused on the formation of ecologically literate behavior
among schoolchildren in everyday and future professional activities.

LANGUAGE EDUCATION OF STUDENTS AND THE INFORMATIONAL ENVIRONMENT: ON THE PHENOMENON OF SOCIAL NETWORKS IN THE COURSE OF SOCIOLINGUISTICS

Abstract. The article analyses a component of the modern sociolinguistics course in relation to
the transformation of the communicative space under the influence of social media. The phenomenon
of social networks is correlated with the sociolinguistic term “environment of language use”.
The necessity of forming language, linguistic, communicative and cultural competences of students in
the process of them mastering this topic is postulated. The ideas of the language education of Ramzaeva
are being analysed in the context of higher education. The specifics of educational activity of students
in the course of them mastering Internet communications through social networks are described.
A complex of linguistic and communicative-speech tasks, consistently leading to the formation of students’
understanding of social networks as a specific form of communication, which has an impact on
the language situation in the modern society, is proposed.

SPORT CLASSES AS А FACTOR INFLUENCING TEEN’S SUCCESSFUL PERSONAL FULFILLMENT

Abstract. Personal potential fulfillment is one of the most important needs of an individual.
It is both a process and a result of conscious choice of means that help him/her fulfill his natural
potential in activity. In teen years personal fulfillment is specific. The need to take an important
place in the society at this stage of development is very strong, that’s why school students
with undeveloped views on moral norms can acquire a habit of antisocial behavior. In order to avoid this, it’s reasonable to implement pedagogical support of personal fulfillment
when students are demonstrated examples of socially approved activities. Physical activity
within sport classes is one of them. Going in for sports facilitates development of physical qualities,
improvement of communicative skills and development of social belonging feeling.
Personal fulfillment within a sport class is a self-realization of a person through hitting qualifying
standards, achieving goals set by a coach through self-improvement of a person within one or few
kinds of sports. Determined and forceful activity of a student is the motivation that results in commitment,
self-sufficiency and proactivity.
Attending a sport class with mates of different age facilitates development of leadership qualities,
responsibility, close- friendship ties with team members. A coach is focused on both the main task – developing
strength, flexibility, agility and dexterity, and other team-building tasks concerning improvement
of personal qualities of young sportsmen.

ISSUES OF THE PECULIARITIES OF PERSONALITY DEVELOPMENT IN MARTIAL ARTS PRACTICES

Abstract. The article deals with the practice of martial arts as a special type of activity that generates
socially accepted personality type. Analyzed and summarized are the results of philosophical, pedagogical,
psychological and sociological studies to explore the personality who is practicing martial arts.
The article presents comparative characteristics of Western and Slavic mentality and their features,
which offer the phenomenology of patriotic mentality in terms of de-centration theory within the concept
of will. The article describes techniques for personal development by means of martial arts for the
Eastern technology, where the teacher is a priori considered a bearer of truth, which should become the
property of the student. The teacher is presented as an instructor in charge of the skill level of trainees
and patriotic teacher helps to find meaning in the gap between innate and acquired.
