QUALITY AND COMPETITIVENESS OF EDUCATION SERVICES: EXPERIENCE OF DEFINITION AND DIFFERENTIATION OF CONCEPTS (PART 1)

Abstract. In two articles reflecting the results of the study, based on the analysis of generic concepts
and the specifics of the production and consumption of educational services, it is shown that the concept
of „quality of educational services” is appropriate to apply to the assessment by various subjects of
the external environment of the actual correspondence of the real properties of the service to the needs of consumers and various beneficiaries, and to distinguish from the concept of „the quality of production
of educational services”. The consept of „consumer quality”, which does not always include educational
results, often is reduced to important for consumers and their representatives, the characteristics of
the service delivery process and the immediate effects associated with the very fact of consumption of
this service and (or) services of this producer, as well as the quality of education from the position of
the state; it is shown that this concept is internally contradictory. The limited scope of the correct application
of the concept of „competitiveness of the educational service” is shown, which is determined
by the views of consumers and other persons helping consumers make a choice or making this choice
for them, about educational results (to a not very large extent); on the characteristics of the service
delivery process; about the immediate and remote effects of consumption of services, about the ideas of
price. The conceptualization of concepts allows to explain the frequent lack of correlation between the
competitiveness of producers of educational services and the actual quality of these services, as well
as the fact that the mechanisms of financing educational services from budgets often help to increase
the divergence of competitiveness and quality. The analysis allows to say that the state, declaring care
for the quality of educational services, really has very little effect on this quality. Some directions for
improving the mechanisms of influence on quality used by the state are suggested.

ARCHETYPICAL BASES OF SOCIAL AND CULTURAL DEVELOPEMENT OF MODERN PEDAGOGICAL EDUCATION IN CHINA

Abstract. The article considers the formation and development of the ideas about creative initiative in
the Chinese philosophy. The unique nature of the Chinese civilization choice is conditioned by the priority
attention to social and state pragmatism. The article provides historical evidence for the gradual
consolidation of this principle at the level of the family, public relations, the State, educational system.
In parallel, there was a philosophical justification of these principles. The goals of the development of
the society require from the individual an activity of thought and action. Opportunities for initiative
action are determined by the cosmic laws of free choice, agreement with the difference of views, which
was discussed by ancient Chinese philosophers. Examples of the effect of these general laws in various
historical and contemporary conditions are given. The article outlines both the undoubted merits of the
Chinese culture of behavior and thought as well as its certain weaknesses.

PARENTS ABOUT THE ROLE OF SCHOOLS IN THE FORMATION OF CHILD`S HEALTHY LIFESTYLE

Abstract. The article presents the results of a sociological survey carried out to detect the parents’
point of view on efficiency of teachers’ activity in formation of a healthy lifestyle of children.
One of the issues of the survey is to identify reasons of incompleteness of modern children lifestyle
and some factors which affect children’s health. The parents` viewpoint about the importance of
healthy lifestyle is analyzed. The survey helped identify the main aim of the school work and the
role of the teachers` activity to form children’s healthy lifestyle. The parents estimated the teaching
staff’s work, the administration’s and the canteen workers` activity where their child studies and the
school characteristics which are connected with the formation of children’s healthy lifestyle.
The basic aspects of the formation of the children’s healthy lifestyle which the family should develop
were determined by the parents. The parents expressed their point of view about the interaction of the
family and the school with the goal to form children’s healthy lifestyle, need of interaction of a family
and school for the purpose of formation of a healthy lifestyle of a child is estimated.
To sum up, the recommendations for improving the efficiency of the teaches` work, defining the ways
of teachers and parents interaction for the formation of children`s healthy lifestyle are formulated.

COURT WITH THE PARTICIPATION OF JURORS AS AN INDICATOR OF „PUBLIC HEALTH”

Abstract. Nowadays a court with the participation of jurors as an institution of civil society is an
indicator of the level of legal culture, legal literacy, activity and mobility of the population in addressing
issues of participation in the affairs of the state. The functioning of the jury allows to establish a
dialogue between the society in the person of the jury and the state whose interests are represented by
the professional judge. Undoubtedly, it is important in the study of the phenomenon of the named legal
institution to be its significance as an instrument of state policy being implemented, including from
the point of view of the possibility of demonstrating by each member of the society of its active civic
position and attitude to fulfilling civil duty. For the modern history of Russia, the category of „citizenship”
is a necessity, without which the functioning of the rule of law, characterizing the civil-patriotic
position, value orientation, implying responsibility for the destiny of its Motherland, involvement with
its destiny is not possible. In this sense, the purpose of the court with the participation of jurors is in
its role as a social regulator and indicator of a „healthy society”, allowing each individual to be not a
passive observer, but a direct participant in the ongoing processes.

THE BEST WORLD EDUCATIONAL PRACTICES BASED ON THE ADVANCED EXPERIENCE OF THE COUNTRIES OF SOUTHEAST ASIA: MIRACLE OR EFFECTIVE TECHNOLOGIES

Abstract. The article analyzes the best international educational practices that have become widespread
in the countries of South-East Asia. A number of modern methodical techniques and technologies
have been described that allow to better study certain topics and subjects, and on the whole to
improve the effectiveness of teaching. The introduction of them into Russian schools, according to the
authors, will allow in the short term to bring the national education to a qualitatively new level and to
take a worthy place in the world educational space.

STATE-PUBLIC MANAGEMENT OF EDUCATIONAL ORGANIZATION AND A MODEL OF SOCIALLY ACTIVE SCHOOLS: OPEN PEDAGOGY OF COOPERATION

Abstract. The article considers the issues of implementation of the principle of state-public management
and models of public-active schools at the institutional level. A retrospective analysis of the implementation
of the model was carried out, taking into account the functioning of public administration bodies.
The directions of the activity of educational institutions through the implementation of the model of
socially active school are thoroughly examined: the democratization of the school, the partnership between
the school and the community, and volunteerism. The article defines competitive advantages of
the activity of the educational organization that implements the given model of community schools in the
system of work of public administration bodies : the principle of collegial planning, the development of
project culture (including in management); Initiation and formulation of civil order in the development
program; Stimulation of socially-oriented activity of teachers through wages, courses of improvement of professional skills, development of teachers’ ability to learn from subjects of other roles (parents, pupils,
etc.); system work to develop life skills of young people and active citizenship, close interaction with
parents for the realization of educational goals, support for initiatives of children in the development of
social projects; openness and transparency of activities for the local community, a credit for trust in the
school; awareness of the essence of the concept of „partnership”, a successful experience in building partnerships
with various organizations, the perception of partners as participants in joint social and educational
activities; openness and publicity of the process of monitoring and evaluation at school, the results
obtained; participation in these processes of all participants of the educational process and representatives
of the local community. The model of socially active schools gives the school and local community
an opportunity to become members of the civil education of the population, contributes to the formation
and development of Russian civil society based on specific cases in the interests of the people. School
should be the most important factor of humanization of social-economic relations, formation of new units
of personality. Implementation of the project „socially active school – the school of the XXI century” will
allow a secondary school to become socially active. The article reflects the research materials based on
the methodology „Activity of public schools” on self-evaluation of the activity of educational organization
which is considered as a tool that allows to build a vector of further development and determines „points
of growth” for each area of the school’s activity.

MODERN MEANS OF TEACHING PUPILS SOLVE MATHEMATICAL PROBLEMS IN THE CONTEXT OF IMPLEMENTATION OF FEDERAL STATE EDUCATIONAL STANDARDS OF NEW GENERATION

Abstract. One of the basic requirements for modern education in the context of the federal state educational
standard (FSES) of new generation is the formation of pupils’ meta-subject results. These results
include pupils’ mastering the interdisciplinary concepts and universal learning actions (ULA). The
article analyzes the dialogue tasks as one of the modern means of teaching pupils to solve mathematical
problems in the context of the formation of ULA. Activity basis of methods for solving the problem
is revealed, universal learning actions that are formed at each stages are determined, examples of
dialogue tasks used in this case are presented.

METHODICAL SUPPORT OF INNOVATIVE AND PROJECT ACTIVITY OF FUTURE TEACHERS OF VOCATIONAL TRAINING

Abstract. One of the most important conditions of effective professional activity of teachers of professional
training in the modern world is their readiness for innovative and project activities. The article
is dedicated to the development of methodical ensuring of innovative and project activities of future
teachers of professional training. Methodical ensuring of innovative and project activities of students
is understood as a system of regulating and educational and methodical documentation, the tutorials
and control necessary for implementation of innovative and project activities by the student both with
the help of a teacher and independently. Experimental work on the development and approbation of
methodological support of innovative and project activities was carried out on the basis of Minin University
with students in the field of training 44.02.06 ”Vocational training”. The developed methodical
ensuring of innovative and project activities is provided by blocks of diagnostics, content, research,
registration of the idea, coordination, registration of results, external assessment and self-assessment. Experience of innovation and project activity within the framework of separate disciplines with the
use of the developed methodical support is described. In the conclusion of the work the results of an
estimation of methodical support of innovative and project activity by students which testify to its high
quality under such criteria as completeness, illustrativity, relevance are given.

CONTINUOUS TEACHER TRAINING FOR CHANGES IN THE EDUCATIONAL SYSTEM

Abstract. Characteristic for the last decades frequent changes in the Russian educational system related
to its modernization and reforming, joining the Bologna Process, introduction of new educational
standards, innovative approaches, methods and technologies of training and education, emergence
of new types of educational institutions demand special training of a teacher for quick and adequate
response to such changes, for reorganization of the system of educational and pedagogical work with
children. At the same time, many teachers are not ready for changes giving rise to a number of negative
scenarios such as resistance to changes, misunderstanding of the reform of education, the loss of their
creative individuality as a result of thoughtless innovation. The article gives a description of typical
scenario, the response of teachers to changes in the educational system, the nature and components
of their readiness for adequate response to changes in the educational system, presents a theoretical
model of continuous formation of such readiness in the period of professional training and qualification,
organization of methodical work at school and self-education of teachers.

Abstract. The article considers the issue of formation of the future speech therapists’ professional
competences in the field of pedagogical correction and diagnostic and advisory activities with the use
of IT-technologies. As one of the teaching methods, an e-learning program is offered to build an individual
developmental route for a child with speech disorders. The development of this route is based on
the individual characteristics of the child (age, psycho-physiological), as well as modern capabilities
of the corrective-developing environment, taking into account the interaction of specialists in different
fields (pedagogy, psychology, medicine, and others.)

RELIGIOUS KNOWLEDGE IN THE SECULAR EDUCATION SYSTEM: AN INVITATION TO DEBATE

Abstract. The article studies the issue of formation of religious competence in public secular education
system. It drafts the main reasons for incorporation of religious studies in school and university curricula.
In the course of analysis of the problems of teaching the basics of religious cultures and secular
ethics the incompatibility of the stated goal of the training course and the modular system of education
has been revealed. The article compares 3 different approaches to the process of forming a system of
knowledge about religion among students - religious, theological, and atheistic. The research justifies
the priority of religious studies approach in today’s multi-confessional society at any educational level
(primary, secondary and higher). The basic principles of religions study program, relevant to any governmental
secular educational institution were formulated: the ideological and religious neutrality,
consistency, representativeness, objectiveness.

THE MATHETICS OF JAN AMOS COMENIUS: LEARNING – THEORY OF COGNITION

Abstract. The final results of Comenius’ reflections on the ways of cognition (which, in turn, were the
core of his entire philosophical system) have gained special destiny. The case is that, according to Comenius,
education is not just an application to his philosophy but it is its fundamental basis. “Mathetics”
presents his vision of education as a way of understanding all things in the Universe. Based on the
writings of Comenius’ great predecessors and turned to be the most important of his works, “Mathetics”
is still a mystery to modern researchers and educators.

PERSONALITY IN THE CREATIVE ENVIRONMENT

Abstract. The article considers some aspects of S. A. Shmakov’s professional activity whose pedagogical
heritage is included in the golden fund of Lipetsk innovative school of the second half of the
XX century. The article analyses the teacher’s work as the head of scientific experimental laboratory
“Schoolchildren leisure” functioning in Lipetsk State Pedagogical Institute in 1963–1991. The teacherinnovator
is presented as an author of the pedagogical approach to pupils’ leisure organization, in
which the game is viewed as a cultural phenomenon, a means to develop the person’s creative potential.
Giving concrete examples the author describes the theoretical methodological basis of professional pedagogical creativity where the game as a peculiar kind of art forms a person in the unity of his creative
abilities and spiritual needs. The content component of the article proves that the author of the gaming
educational technology introduced an integral systematic approach into the Russian pedagogics of the
1960–1990-s. It gives grounds for viewing S. A. Shmakov’s creativity as a fundamentally new method
of pedagogical work, aimed at creating values which have axiological meaning in the process of the
person’s development. The analysis of the work of the teacher possessing the professional skill and
striving for the development of innovative educational forms, methods and techniques proves that S.
A. Shmakov’s pedagogical heritage has a substantive meaning in the modern multipolar educational
environment. A number of ideas and fundamental directions, developed by the scholar, have been
implemented into the pedagogical science and practice.

COMMUNICATIVE ACTIVITY APPROACH IN TEACHING TERMINOLOGY IN RUSSIAN LANGUAGE CLASSES FOR STUDENTS OF MULTICULTURAL GROUP

Abstract. The article deals with some specifics of communicative activity approach in teaching scientific
and technical lexis in Russian language classes for students of multicultural group. Accurate
characteristics of the concept «term» with designation of its semantics (invariant content of concept),
syntactic qualities (connection with other lexical units) and pragmatic characteristics (the implementation)
are given. Special aspects in teaching technical terminology in Russian language classes for students
of multicultural group are revealed. Some difficulties in extra-linguistic essence of term studying
and normative characteristics concerning term application rules in language activities are noted.

Abstract. The article considers one of the up-to-date issues of the modern methods of teaching Russian
for Chinese students: development of students’ cognitive interest in learning Russian language. The
article offers a new approach in learning Russian language with the help of historical materials in the
context of intercultural dialogue. It is proposed to identify similarities in the phenomena and events in
the history of Russia and China, and to compare them correctly, identifying trends and patterns. All
this will contribute to the successful development of speech among students.

ESP-TEACHING CHALLENGES IN RUSSIAN UNIVERSITIES (WITH MSPU GEOGRAPHY DEPARTMENT AS AN EXAMPLE)

Abstract. Mastering English for using it in professional contexts, as well as for studying abroad, writing
research articles for publication and participating in international conferences, has become quite
vital due to science and technology advance of the recent years and globalization processes. To accomplish
this goal, it is desirable to introduce various ESP-courses into Russian universities curricula.
The article reviews ESP as a learning-centered approach in Foreign Language Teaching, its shaping,
development and basic classifications. As an example, MSPU Geography Department experience
in ESP teaching overview is presented; major pitfalls and feasible prospects of ESP-related subjects
within the current educational profile of the institution are reported.

SOCIO-ECOLOGICAL MODEL OF A FAMILY WITH A DISABLED CHILD

Abstract. The article studies a socio-ecological model of the family, peculiarities of family upbringing
of children with disabilities their mental development in the family context. The article examines the
status of mothers raising children with disabilities in different periods of the family life cycle, factors
of their subjective well-beings, father’s participation in this educational process, the inner circle of the
spouses, the problem of the organization of the family system, the impact of society as a whole. The
article also defines the attitude of parents in the form of parental hyper - and hypo – protection and
describes the structure and relationships of the different composition of families raising children with
disabilities with their surroundings, the father’s role in upbringing and education of children with disabilities
in the family. One of the effective ways of correctional and educational work with a disabled
child within the family is given.

FEATURES OF DEVELOPMENT TRAINING AND SEARCH TASKS IN COMPETENCE-BASED TEACHING MATHEMATICS

Abstract. The article deals with the definition of training and search tasks as a form of representation
of the content of school mathematics education. The article presents the description of the author’s
approach to the development of tasks aimed at the formation of the cognitive competence of the learner.
The process of creating tasks is seen as a specification of the technological chain: goal-setting – dosing
– methodical structuring. The article presents an example, demonstrating the implementation of
educational objectives through the provision of planned results (subject, meta of disciplinary, personality
characteristics) for the development of a specific portion of educational material on the basis of
training and search tasks.

INFLUENCE OF SCHOOL SOCIAL CAPITAL ON THE LEVEL OF PHYSICAL ACTIVITY OF SCHOOLCHILDREN

Abstract. The article considers the concept of school social capital and its role in increasing physical
activity of students. It is noted that the school social capital is first of all those social links that
exist between all groups of participants in the educational process: students, their parents and teaching
staff, that is, the connections “student-teacher”, „student-student”, “teacher-parent”, „principalteacher”
and “teacher-teacher”. The level of school social capital depends on the degree of trust within
these links.
The results of the research of the links „student-teacher”, „student-student” are presented. Students’
answers to the questions about the attitude of their teachers and classmates towards them are analyzed,
from which it is clear that poor relationships within these links contribute to the formation of
problem behavior coupled with the risk for health (bullying, smoking, alcohol and drug use), and cause
a negative impact on the degree of physical activity.

FORMING THE FOUNDATIONS OF HEALTH CULTURE OF 3-TO-4-YEAR-OLD CHILDREN

Abstract. The problem of preserving and strengthening the health of preschool children at the present
stage of the development of society is a priority area of the state’s social policy, in which an important
role is played by the formation of an emotional value approach to a healthy lifestyle, and awareness of
health as a primary axiological value among vital values. The article gives a psychological and pedagogical
substantiation of the possibility of forming the foundations of a culture of health in 3-4 yearold-
children, as well as innovative forms of work that will provide a valeological orientation of the
content of educational activities in the establishments of preschool education in forming an emotional
value attitude to health and healthy lifestyle.

LANGUAGE TEACHING METHODS IN THE HISTORICAL CONTEXT AND THEIR IMPORTANCE IN MODERN PRACTICE OF FOREIGN LANGUAGE EDUCATION

Abstract. The article gives a brief review of the history of the approaches and principles in foreign
language teaching. The author does not only describe the evolution of methodology, but also provides
the main principles and techniques of each teaching innovation, gives the main reasons, language and
historical background of every new development. The study covers the major trends in language teaching,
such as Grammar-Translation approach, the Reform movement, the group of natural and direct
language teaching methods.
The relevance of this study is due to modern features of the development of society, increased demands
to the quality of foreign language education, a change in emphasis in the content and purposes
of training. Differences in the individual development of students and the variety of tasks that foreign
language education is facing require a differentiated approach to teaching. This means that the teacher
must possess a fairly wide arsenal of techniques, technologies and approaches. Most of this knowledge
and skills can be obtained by studying the historical legacy of methodical science. As a result of the consideration of the history of foreign language education, it can be concluded that
many of the teaching methods used throughout the history of the foreign language education have not
lost their practical importance even now. Different directions of students’ needs, differences in their
individual development and level of foreign language proficiency, different cognitive abilities dictate
the necessity of applying a whole variety of teaching methods and techniques. This is precisely the
purpose of analyzing the methodological concepts of the past. Comprehension of past experience enriches
modern practice and promotes the development of scientific thought.
The importance of the development of methods of foreign language education is determined by the
role of methodological science not only in the formation of communication skills in a foreign language,
but also in the personality of the student ready for intercultural communication, attentive to the pressing
problems of modern society and brought up in the spirit of peace and nonviolence.

PEDAGOGICAL TESTING AS A METHOD OF FORMING GENERAL SCIENTIFIC COMPETENCES OF PUPILS

Abstract. The article reveals the problems of transition to new educational standards and analyzes
the concepts „competence”, „pedagogical tests”. Testing problems are very relevant today and are a
subject of discussions. Tests have passed the way from their complete denial to becoming a form of the
state certification of graduates. The article analyzes test technologies, in particular, pedagogical testing
as an effective method for the assessment of the level of formation of general scientific competences.
Formation of general scientific competences is one of the tasks of new educational standards based
on the scientific apparatus. The author suggests to expand the functional focus of tests and to apply
educational, forming and controlling tests in the learning process. Tests are presented as a universal
(integrated) educational method.

IDEOLOGICAL XENOPHOBIA IN THE EDUCATIONAL SYSTEM OF THE SOVIET PERIOD

Abstract. The article considers the ideological xenophobia projected on the educational system of
the Soviet era. The analysis of legislative acts and scientific literature proved the existence of the
phenomenon of ethnic and religious xenophobia in schools and higher education; xenophobia in the
educational policy of the Soviet period was characterized by ideological identification „friend-foe” in
the mass consciousness and the struggle with the „enemy” as a „socially alien element”. Religious xenophobia
is considered from the approval of the anti-Catholic laws and anti-religious propaganda. The
author gives distinctive characteristics and features of the destruction of traditional Muslim and Jewish
education. Special attention is paid to the problems of unification and russification of education.
The author considers the mechanism of forming latent state policy of anti-Semitism.

USING ELECTRONIC EDUCATIONAL RESOURCES FOR EFFECTIVE TRAINING OF JUNIOR SCHOOL CHILDREN IN FINE ARTS

Abstract. The article deals with the improvement of teaching methods by using electronic educational
resources in the educational process. In the modern education there is a completely new phenomenon
of modern culture, the specificity of which is determined by the global information environment.
The article touches upon the use of electronic educational resources in the learning environment as
an interactive supplement to the traditional forms of teaching Fine arts, which allows not only to preserve
all the advantages of traditional forms, but to apply modern information technologies.
Electronic educational resources help to increase motivation and engage students in interesting and active
creative work, which will contribute to the development and harmonization of the child’s personality.
The article is for pedagogical institutes, for students, teachers of Fine arts of general education,
teacher-artists, parents and everyone interested in the creative development of children.
