LEGAL ISSUES OF COUNTERACTION TO DANGEROUS DEVIANT BEHAVIOR
OF SECONDARY AND HIGH SCHOOL CHILDREN

Abstract. The article deals with the issues of counteraction to the most dangerous deviant behavior
of pupils. It is grounded that the issues can be and are solved quite efficiently thanks to the improvement
of legal regulation of educational activity and implementation of modern methods of social
control and supervision over compliance with Russian legislation in the field of education and crime
prevention . A significant role has the system of social control as a mechanism of ensuring compliance
with the social standarts and influence for their violation in the period of adulthood. Consequently, the
responsibility and punishment for committing deviancy are widely used as a means of social control of
deviant behavior of students in high school and the senior classes of secondary school.

PRINCIPLES OF FINANCING OF CULTURAL INSTITUTIONS
AT THE REGIONAL AND MUNICIPAL LEVELS

Abstract. 
The article presents the authors’ understanding of the phenomenon of territorial and
branch complexes of services in the sphere of culture. The authors analyze the concept „culture” and
interpret culture as a branch in which there is a production of the corresponding services which
are characterized by plurality of customers, discrepancy of positions of the customer and consumer,
customer and payer, consumer and payer. These properties of services define discrepancy of requirements
of the founder and direct consumers of services. As a way of elimination of discrepancy
it is proposed to use by the governing body of a territorial and branch complex of rendering the cultural
benefits the mechanisms of the transfer of consumers to the category of customers.
The authors define the functions of governing body in improving the efficiency of territorial and
branch complex of the sphere of culture; reveal the mechanisms of the organization of production in a
territorial and branch complex of the sphere of culture, argue the directions of modernization of organizational
and financial mechanisms in a territorial and branch complex of the sphere of culture. The
principles of financing of branch of culture at the regional level are formulated.

ON THE APPLICATION OF THE INSTITUTE OF COMPENSATION
AT THE CONCLUSION OF THE MEDIATION AGREEMENT

Abstract
. The article consider the possibilities of application of rules of civil law on the ways for termination
of obligations at the conclusion of the mediation agreement. One way to do this is to change
the performance of the obligation - compensation. The author dwells upon the questions of the legal
nature of compensation, the role of the debtor and creditor at the conclusion of the agreement on compensation,
gives the legal characteristics of agreements on compensation. The ratio of the mediation
agreement and the agreement on compensation with the inclusion of the latter in terms of the mediation
agreement is analyzed.

RELEVANCE OF AXIOLOGIZATION OF VOCATIONAL TRAINING OF MODERN

Abstract
. The article deals with the need for the axiologization of the vocational training of the future
specialists in the conditions of transformation of the values and challenges of time which define the
development of society and, accordingly, the conditions of modernization of the whole Russian educational
system. Thus, it has been shown that nowadays it is the axiological approach that can become
an important basis for the development of the existing system of the professional higher education. The
article also reveals the essential characteristics of the basic concepts and principles on which the axiological
approach is based on in the educational practice, the final result of which is the formation of
the foundations of valuable and semantic experience of the professional activity of the future specialist
on the basis of traditional values and spirituality of the Russian culture.

INTELLECTUAL CHALLENGE IN TEACHING
MATHEMATICAL PROBLEMS SOLVING

Abstract.
 The article deals with the intellectual challenge as one of the ways to stimulate cognitive
activity of secondary school students. Psychological characteristics and methodic peculiarities
of activity of teachers, capable “to take and send” intellectual challenge to students in the process of
solving mathematical problems are highlighted. Twenty five teachers of mathematics from Kazan
secondary school participated in the investigation. Ability of teachers to diagnose tasks in accordance
with the level of difficulty, compose them and apply tasks at the lessons with the increasing
level of difficulty, including the researching type are studied. Mixed methods of investigation, such
as observation, questioning, interviewing, and analysis of lessons are presented in the article. The
result of investigation has shown that teachers are able to recognize mathematical tasks on the
level of difficulty. At the same time the participants experienced difficulties in composing tasks on
reproduction and tasks demanding not only qualitative understanding of the educational material
but its creative application as well. Even with such sufficient high level of content and pedagogical
knowledge teachers are not ready to intellectual challenge. Only individuals are able to challenge
students, developing their intellectual abilities, training courage and resolution while meeting tasks,
demanding non-standard approach for their solving.

COGNITIVE UNIVERSAL EDUCATIONAL ACTIONS
IN TEACHING MATHEMATICS

Abstract.
 The article examines the cognitive universal educational actions required for the teaching
math. It also discusses the problem of their formation in students when learning academic information.
Educational information of the school mathematics is the teaching texts, definitions of concepts,
theorems and mathematical problems. The article considers three models of the relationship of educational
information with the means of mental actions. The content of mental actions specific to mathematics:
comparison, analysis, synthesis, deducing consequences are developed. The structure of process
of forming of cognitive learning activities in teaching mathematics is created. The activity of teachers
and students at each stage corresponds to a specific didactic purpose. Cognitive universal educational
actions allow to manage the educational activities of schoolchildren when teaching mathematics.

CRITERIA-BASED ASSESSMENT IN TEACHING GEOMETRY IN THE SYSTEM
OF TRADITIONAL EVALUATION SCALES

Abstract
. The Federal State Education Standard defines the requirements of the assessment system,
which should guide the educational process on the implementation and the achievement of planned
substantive and interdisciplinary results of learning of basic education program and should allow
the assessment of individual student’s achievement. The article analyzes relative scale, absolute scale
and descriptive scale. These types of evaluation scales are used traditionally in teaching practice for
the evaluation of measurement results. The construction of a combined evaluation based on сriteriaoriented
approach that allows, remaining within the framework of traditional Russian five-mark
grading system, to use both relative and descriptive scales is proposed. The criteria on which the
assessment is made substantive and interdisciplinary results on geometry lessons are proposed. The
tools of сriteria-based assessment are presented. These tools are adequate to the purposes of forming
universal learning activities.

TO THE QUESTION OF VOCAL BREATHING

Abstract.
 The article is dedicated to the problem of the necessity to use shallow breathing during
singing. The author thoroughly examines a structure of the two muscular systems of a breathing apparatus,
unstriped and striped, and their functional purpose in singing. Based on the research results
in physiology and personal practical observations, the author concludes that deep breathing impairs
human health, both in life and in singing. A regular use of deep breathing results in accumulation of
extra oxygen in blood, which leads to a faster aging of a human body. Furthermore, in singers it inevitably
causes such illnesses as bronchial asthma or lung emphysema A number of specific examples
from the life of people shows that the use of shallow breathing should be considered most optimal not
only for the vocal process, but for the preservation of human health as well.

Abstract.
 The article deals with the problem of quality of additional professional education
in conditions of a remote support of training; and specifies the terms and concepts such as: quality

ANALYSIS OF ASSESSMENT SYSTEMS OF EDUCATIONAL PROGRAMS

Abstract.
 During the introduction of new standards, focused on the challenges of modernity (globalization,
new requirements of the labor market, etc.), a significant impact on improving the quality of
education have both the standards and the assessment system to achieve them. In these circumstances
special importance has the study of international experience in countries with high competitiveness.
The article analyzes the systems of assessment the quality of realization of educational programs in
three countries of East Asia: Singapore, South Korea and China, which in recent years have shown
stable high results in mathematics and natural science. The article presents the characteristics of the
features of different types of assessments (formative, diagnostic and summative), test materials, system
of final and entrance examinations.

INFORMATICS IN HIGH SCHOOL. A COMPARISON
OF EDUCATIONAL STANDARDS IN RUSSIA AND THE REPUBLIC OF KOREA

Abstract.
 One of the key elements of the professional training is the educational standards. The article
compares the educational standards of the high school in Russia and the Republic of Korea on
the structure and content of the Informatics. The contribution of Informatics in Natural Science training
of school graduates is evaluated. The main method of study has become the comparative analysis.
According to the results of the analysis in different countries a variety of factors that influence the effectiveness
of the education system are highlighted. As common features priorities in high-tech projects
have been identified. The Korean standard has much less emphasis on the accompanying conditions (e
g, financial security and the requirements for buildings), but most attention is paid to the recommendations
for the teacher to review the individual lines, indicate to the characteristics of test materials
and general theoretical concepts.

GOALS OF THE SCHOOL MATHEMATICAL EDUCATION IN THE LEADING
COUNTRIES: HONG KONG, SINGAPORE AND THE REPUBLIC OF KOREA

Abstract.
 The article considers the problem of adoption of international experience in order to improve
the quality of the school mathematical education in Russia. The main objective is to determine the
peculiarities of the goal setting in the field of mathematical education in the selected countries which
are the leaders in the international comparative studies. As the basis for the analysis the motivation as
means of encouraging to study mathematics is chosen. In the main part the structure of goals set in the
regions under consideration is discussed. Basing on the comparative analysis of the texts of the principal
regulatory documents related to the school mathematical education in the leading countries and in
Russian Federation it is revealed the common factors (interest of the society and personal interest) and
the specific, not characteristic for the modern Russian regulatory documents factor – acquisition of the
positive emotional effect of studying mathematics The conclusion on the possible and the most effective
directions of developing mathematical programs in Russia is drawn.

Abstract:
 Logical thinking for the whole society, for public and private life of everyone has an exceptional
value. It is therefore necessary to ensure the purposeful acquaintance of school students with the
basic classical universal laws of thinking, to try to make students to understand and be able to apply it
in their activity. However, our school actually does not pay due attention to systematic education of the
logical thinking of students. For the elimination of defects. it is recommended to introduce the subject
„Logic” into the school program.

PSYCHOLINGUISTIC ASPECT OF UNDERSTANDING MUSICAL STYLE

Abstract.
 The article is devoted to the important issue of pedagogy – understanding of musical style.
The author argues that mechanisms of understanding music are similar to those that operate in understanding
verbal speech. While analyzing the model of speech production, the author finds its correlation
with the process of recreating the musical style of performing. The problem of communication
of the process of mastering verbal and musical languages can cause not only purely scientific but also
practical interest, since it helps music teachers to understand the logic of the performing style emergence
which is one of the most important tasks of musical teaching.

Abstract.

LAWS OF THE HISTORICAL DYNAMICS OF POPULAR SCIENCE GENRE

Abstract.
 The article is devoted to the issue of the origin and formation of scientific popularization as
an independent genre. The issue has not been studied systematically in bibliology and culture studies.
An attempt was made to reconstruct the social mechanisms of formation of the popular science genre.
On the basis of the concept of „industrial education” by Joel Mokyr the historical periodization of scientific
popularization is developed. Basic functions of the popularization of science at every stage of
the society development are briefly outlined. It is shown that it is impossible to talk about the popular
science genre as a once for all formed phenomenon. The complexity of a clear definition of the genre of
scientific popularization is related to the fact that this genre is essentially historical.

PROSPECTS FOR NETWORKING OF THE EDUCATION SYSTEM
IN RURAL AREAS ON THE EXAMPLE OF THE ULYANOVSK REGION

Abstract.
 The article presents a comprehensive and critical analysis of possible implementation of remote
technologies in the municipal education system of the Ulyanovsk region. In terms of municipalities educational
districts and the level of readiness for the implementation of distance technologies are evaluated. The
article traces the relationship of the impact of economic development of districts on the development of the
educational system. The article considers the innovative concept of „educational potential of the territory”,
„education district”. On the basis of this analysis the main service centers and resource centers are allocated.
According to the results of the study the shortcomings of modern remote technology in the education
system are highlighted. On this basis, recommendations and proposals for the improvement of the network
of remote technologies and as a result the optimization of the territorial organization of educational institutions
of the Ulyanovsk region are worked out. The article uses the author’s Scheme map.

ANALYSIS OF ADVANCED PEDAGOGICAL EXPERIENCE IN ORGANIZING
CULTURAL AND EDUCATIONAL ACTIVITIES IN MODERN SCHOOL

Abstract
. The article dwells upon the activities of educational organizations in Russia and near
abroad countries dealing with the organization of cultural and educational activities. The author
describes a developed cultural model of schools based on the cultural and educational activities. The
research importance of advanced pedagogical experience in the field of cultural and educational activities
for the modern teacher is presented on the example of the gymnasium № 11 of Perm (Russia) and
gymnasia No. 1 in Šiauliai (Lithuania). Traditional and innovative forms of cultural and educational
activities which are organized in these schools are considered in the article; they activate cognitive and
creative activities of high school students, interaction with the family, and raise awareness of adults
and children.

PROJECT METHOD IN TEACHING VISUAL ARTS

Abstract
. The article dwells upon the effectiveness of the project activities in the arts training, and in
particular, in the easel composition. The article considers the basic characteristics, stages and conditions
for the implementation of the educational project and analyzes theoretical data of modern science
on the nature and effectiveness of project activities. The author argues the similarity of the logic
of building the project activity and the process of working on the composition in the visual arts. The
author considers the feasibility of using the method of projects in teaching composition for the development
of compositional and creative thinking of adolescents. On the basis of experimental data the
efficiency of the method of the project activities is stated. The findings presented in the article based on
the results of the pedagogical experiment, which was conducted in the system of basic and additional
education.

THEMATIC COMPOSITION AT THE LESSONS OF FINE ARTS WITH

Abstract.
 The article is devoted to one of the most difficult and important issues of teaching the thematic
composition. The success of teaching children the fine arts depends on the solution of this issue.
Mastering of the rules, methods and means of the composition is important both from the theoretical
and practical points of view. The composition binds together all the theory and practice of the visual
arts. Knowledge of the basics of composition and its teaching methods will help not only to acquaint
students with fine arts, but also to involve them in active creative work that contributes to the development
and harmonization of child’s personality. This article is for students of pedagogical institutes,
artists, teachers and readers who are interested in the creative development of children.

Abstract
. The article dwells on the comparative analysis of the periods of assignment of sports ranks
and categories of judges in military-applied sports of the Northern Fleet:
– in the first control period the number of the assigned categories and judicial categories on military
applied sports which were assigned by the orders of commanders of bodies is determined;
– in the second period the number of the assigned categories and judicial categories on military applied
sports which were assigned by the orders of city authority and sports committee of Murmansk
region is determined.
On the basis of conclusions reorganization of military and applied sports is offered.
