ISSUES OF APPROXIMATION OF LEGISLATION ON ENTREPRENEURAL ACTIVITY OF MEMBER COUNTRIES OF EEU

Abstract. The article examines the issues of approximation of legislation on entrepreneurial activity
of member states of regional integration association - EEU. Relevance of the subject of present research
can be determined by the main idea of the creation of the mentioned Association – the economic integration
of its member states that creates prerequisites for development of commercial connections
among entrepreneurs registered on their territories. The purpose of the article is to research business
legislation provisions of the EEU member states and develop proposals on their approximation. Using
a method of the comparative analysis, the author describes the main lines of legal regulations of the
entrepreneurial relations which have different regulatory framework in civil codes of the EEC member
states. On the basis of the conducted research the author draws a conclusion about the advisability
of further work on the creation of Fundamentals of the civil legislation of the Integration Association
under analysis that was started within the framework of Eurasian Economic Community. The author
has justified that the approximation should be based on the principle of unity and differentiation

which enables to realize the potential of economic integration of EEC to the fullest extent, at the same
time taking into consideration national interests of each of its members.

ISSUES OF THE ORGANIZATIONAL AND LEGAL BASIS OF ANTI-CORRUPTION EDUCATION

Abstract. The current system of prevention of corruption, including anti-corruption education of
citizens lacks a sufficient institutional framework. That is the conclusion the author comes to after
the analysis of current anti-corruption laws of our country. It, as noted, claiming the need of
building in a society an intolerant attitude to any manifestations of corruption, puts aside unanswered
questions about the content and methodological support of educational activities.
The current study is devoted to some issues of the organization of anti-corruption education. Among
them there is lack of „horizontal” social relations in the process of distribution of anti-corruption content,
as well as the need to establish quality criteria for the productivity evaluation of educational
activities of anti-corruption character capable to ensure its adequacy. According to the author, their
solution is to periodically measure the level of perception of corruption in educational institutions, and
to ensure the work of self-governing student or pupil organizations.

INFORMATION SECURITY IN EDUCATION: STUDENTS AND TEACHERS

Abstract. The article elaborates on the problems of information security of education and shows that
legal problems of counteraction to cyber-threats for schoolboys, students and teachers in higher educational
institutions and schools may be effectively solved thanks to the improvement of legal regulation
of educational activity, and also implementation of modern methods of social control and supervision
over the observance of the Russian legislation in education, prevention of deviance on the Internet. A
significant role is played by the education system and social control as a mechanism of guarantee of
information culture and inevitability of influence on deviant behavior in telecommunications network.

LEGAL REALITY AS COMPLEX, OPEN, SELF-ORGANIZING SYSTEM

Abstract. The article is dedicated to the fact that in terms of the synergistic approach, the legal reality
is a highly organized, open system characterized by the properties of self-organization, occurring in bifurcation
states under the influence of large and small fluctuations. It should be noted that during the
systems’ evolution, its ability to deviate from the parameters and the state of stability works towards
adaptation to the surrounding impacts. These provisions of synergetic approach mentioned in the article
are also quite applicable to the characterization of the legal reality, because the fact that legal
reality is the system – it is an indisputable fact recognized for now by all researchers. In the author’s
opinion, it is also obvious that this is a complex system, open and non-linear.

Abstract. The article deals with the issue of citizenship as a connecting link between the State and the
citizen. It analyses a citizenship institute at different stages of interaction between the individual and
the State, as its integral attribute. The authors believe that disclosure of the features of the legal balance

of citizenship, its legislative frameworks at different stages of development of our society.

TO THE QUESTION OF CONTINUITY OF SECONDARY AND HIGHER EDUCATION IN THE FIELD OF INFORMATION TECHNOLOGIES

Abstract. This article examines the connection between the contents of educational programs in Informatics
at a secondary school and institutions of higher education. The subject of investigation is the effectiveness
of the implementation of requirements of Federal state educational standards of higher education in
the field of information technologies. On the basis of a systematic analysis the conclusions have been made
on the necessity to adjust the content of educational programs in the field of information technologies. It is
proposed to structurally change the process of studying the subjects of information cycle while getting the
higher education, significantly increasing the role of independent work of students at the first stage.

GEOMETRIC PROBLEMS OF HIGH COMPLEXITY AS A MEANS OF STUDENTS’ CRITICAL THINKING DEVELOPMENT

Abstract. The article presents some methodological elements of students’critical thinking development
at geometry lessons when dealing with complex problems. For this purpose a well-known technology
of critical thinking development through reading and writing has been adapted to mathematics.
The analysis of the complexity and difficulty of the task was conducted by the authors, the necessity of
increased complexity problems solving for the development of students’ critical thinking was justified.
Special features of critical thinking and technology of its development at the math class was considered.
Various methods of thinking development and opportunities to use different types of thinking in
mathematics were analyzed. Specific examples of applying this technology to the process of solving a
variety of geometric problems are considered in the article.

USING DIFFERENT SPEECH FORMS IN THE MODERN SYSTEM OF TEACHING DEAF STUDENTS

Abstract. The article considers the issues of different speech forms using, (oral and sign language) in
the current system of primary education for the different categories of deaf pupils according to their
special educational needs. Relevance of the article is caused by the fact that in recent years at the
initiative of public organizations of people with hearing impairment discussion of the issues connected
with the use of the sign language in the system of teaching deaf children has become more active. The
solution of the problem of using different forms of speech in the course of teaching children with hearing
impairment is important for providing their quality education taking into account opportunities and
special educational needs, social adaptation and integration in society.

SECONDARY MATHEMATICS EDUCATION IN THE LATE XIX – XX CENTURY

Abstract. The article focuses on the historical-pedagogical analysis of the process of reforming
mathematics education in schools throughout 150 years. The study of the factors contributing
to the crises in education, and experience to overcome those conditions, has broad prospects for
effective solutions to the problems the state faces in the field of mathematics education.
The article analyzes public-political, socio-economic, socio-pedagogical conditions of reforming the
system of secondary mathematics education in the late XIX – XX century. Special attention is paid to
tendencies and regularities in the development of structure and content of school mathematics education.
Analysis of emerging historical analogies which manifest themselves in homogeneous crisis
phenomena within the process of functioning of the system of secondary education, tendencies of development
of school mathematics education would contribute to the formation of strategic plans of
modernization of the secondary mathematics education with and understanding of the methodological
and pedagogical heritage of national science and practice.

DISTANCE EDUCATION – HISTORY OF DEVELOPMENT AND MODERN TENDENCIES IN THE EDUCATIONAL SPACE

Abstract. Distance learning as an innovative teaching method is getting more and more relevant in
education. Remote learning offers wide opportunities for students worldwide: it enables to get a degree

stands for flexible and individual schedule. The article analyzes distance learning as an innovative
teaching method and reveals its spread in Russia and abroad. The article also identifies key features
of distance learning, considers its history and development, highlights the basic technologies, emphasizes

REGULARITIES OF FORMATION OF THE INTERNAL PROCEDURAL COMPETENCE IN THE CONTENT OF BASIC MATHEMATICAL THEORIES OF GEOMETRIC SPACES

Abstract. The standard goal of personal development in the content of general mathematics education
is largely characterized by the formation of the types of thinking, memory representations corresponding
to a specific mathematical theory. The article examines the content of the internal procedural competence,
reflecting the formation of logical thinking types, together with adequate memory representations
in the operation of the abstract , algorithmic type. The allocation of the space of mathematical
objects (activity on the formation of the submission) and study of space patterns in the content of the
theory (theoretic-spatial activities) is taken as the basic regularity. Activity on the formation of the submission
corresponds to the spatial type of thinking in the abstract sequence of algorithmic and systemstructural
phases. Activities and the corresponding types of thinking have their concrete manifestation,
are formed separately in the system of basic spaces of numerical systems, functions, geometric figures,
vectors, numerical predicates, events. The article examines regularities of formation of the internal
procedural competence in the content of educational theory of geometric spaces.

PERFORMANCE TRAINING OF THE FUTURE MUSIC TEACHER. PROBLEMS AND PERSPECTIVES

Abstract. The article deals with the problems of music teacher training. The fundamental basis of
such training is performing disciplines, namely musical-instrumental, conductors, vocal and accompanist
classes. Musical performance is a versatile phenomenon consisting of innumerable quantity of
components. These are challenges of technical, physiological, psychological and art-esthetic aspects,
meeting of which enormously effects the formation of music teacher’s personality. On the example of
studying in piano classes, as piano is the most prevalent and universal instrument, the main methods
of overcoming technical and art-esthetic problems which the performers come across are revealed. It
is indicated that experience of training music teachers on music faculty is in demand. It meets both
centuries-old traditions which proved their viability and actuality and also the modern requirements
of humanitarian and technological aspects.

PRACTICE OF ORGANIC ACTION IN PEDAGOGICAL EDUCATION

Abstract. The article is dedicated to the practice of organic action developed by Antonina Rostovskaya.
Organic action refers to such type of action which unites thought, feeling and action in contact
with the situation “here and now” unlike such type of action which is based on previous knowledge,
past experience and representations. The practice of organic action enables to train teachers ready
to face open situations and create new educational opportunities. The practice of organic action is
aimed to reach a fundamental goal and form teacher’s acting position. During the course of studying
students master such resources for teaching action as personal corporality; ability to hold contact
with the situation “here and now”; they get through their individual stereotypes of thought and action.
The article represents the experience of conducting the course “Pedagogical thinking in staging”
at the faculty of primary education of the Institute of Childhood of the Moscow State Pedagogical
University. The course is delivered by the members of the Laboratory of stage practice headed by A.
Rostovskaya.

Abstract. The article considers pedagogical conditions necessary for positive development of creative
abilities of children by means of sand animation. The article also examines such basic concepts as
pedagogical conditions, creative abilities. The article presents pedagogical conditions: active self-developing
practical activity of a student, construction of creative atmosphere through the dramatization of
the lessons of the sand, gradually increasing the complexity of the material, and the provision of expert
technical and computer equipment to teach sand animation, the use of the integrative - differentiated
approach in teaching the children sand animation, developing a dialogue between different art forms.

FORMATION OF ESTIMATION ACTIONS OF STUDENTS IN THE COURSE OF INSTRUMENTAL TRAINING

Abstract. The article is devoted to the issue of formation of evaluation actions of students in the systematic
examination and interpretation skills in practical sessions on the piano. Main functions of
testing (training, developing, educational, organizational and methodical), connected with performing
and pedagogical mastering of musical material are analyzed. The article defines the main methods
and means of testing at various levels of education – reproductive and productive. It is shown that
evaluative activity produces a conscious, structured approach to music composition, deepens the emotional
perception of music of various stylistic directions, stimulates the transfer of results of instrumental
learning into the structure of the future professional activity of the teacher-musician.

THE SCALE OF MEASUREMENT OF THE COMPETENCE PROFILE AS A GRAPHICAL MODELING METHOD FOR THE ASSESSMENT OF STUDENTS’ COMPETENCE

Abstract. The article is devoted to the topical problem of assessing the level of students’ competence in
the modern educational system. Nowadays there is no single set of techniques for the diagnosis of the
actual level of a person’s competence, the forms often differ in the bulkiness and complexity. The article
describes a graphical modeling method for the assessment of key competences of the student based
on designing measurement scale of the competence profile. Features of the proposed methodology are

The proposed method of assessment is based on the method of self- and inter-questionnaire followed by
design of measurement scale of personal competence profile on the basis of “reference standard”. The
resulting model clearly demonstrates the qualitative level of competence, making a contribution of the
process of self-awareness building the trajectories of individual development of the student.

MAIN ACTIVITIES OF MUNICIPAL METHODICAL SERVICE

Abstract. The article provides examples of the solution of tasks of municipal methodical service, the investigation
of the decision that information and methodical support will be effective only when it is worked out
at certain stages: diagnostics, informing, organization and training. Thanks to the organization of work
with young teachers, functioning of school and regional methodical associations, cooperation with a higher
educational institution, the analysis of teachers’ participation in professional competitions, organization
of additional training programs for teachers, the efficiency of activity of municipal methodical service is
improved. On the basis of above stated, the following conclusion is drawn - information and methodical
support of pedagogical workers is a significant element of management of development of innovations, increases
efficiency of each educational organization as well as municipal education system in general.

METHODS OF TRAINING SAMBO WRESTLERS USING MODULAR AND SITUATIONAL APPROACH AND ASSESSMENT OF ITS EFFICIENCY

Abstract. The article is dedicated to the methodological peculiarities of training sambo wrestlers
using module-situational approach that allows to enhance the development of basic physical qualities
and psychomotor abilities of fighters, as well as assessing the effectiveness of this approach. The
problem of forming movement skill and abilities and training impact, taking into account individual
and typological characteristics of athletes, which hold a specific place in the system of educational
and training process is identified. The main vector of development of martial arts directed towards
addressing the serious problems of tactical, technical and physical training of athletes considering the
rules of competitions in Sambo is identified. Features of the developed method of training tactical and
technical actions of sambo wrestlers are connected with the use of painful holds and their application
in a prone position that demands development of basic physical qualities and psychomotor abilities of
fighters which lay the foundation for athletic skills. The incorporation of logical components into the

content of the training process as well as indistinct regression model contributes to the management of
the process of training the wrestlers and improving their tactical and technical actions in competitive
activity.

PEDAGOGICAL POTENTIAL OF SOURCES DURING THE STUDY OF RUSSIAN HISTORY IN THE EDUCATIONAL PROCESS

Abstract. The article reveals the issues which are relevant even in our days. Along with the genocide,
the world history knows about the less obvious forms of ethnic discrimination.
The article provides information on how to acquaint students with one of most tragic pages in the
history of Jews who lived in the Russian Empire during the rule of Nikolay I using the sources in their
studies.
In 1827 Nikolay I spread the conscription of Jews introducing higher standards.
For all cantonists their 25-year term of service began after they reached the age of 18 and was distributed
into the army, but Jewish boys were taken for cantonists at the age of 12.
The main goal behind the compulsory military service was the integration of Jews into Russian society
(effectively to the detriment of their religious and national identities).
The article presents documentary evidence of the witnesses, people of different nationality and religion
