REFLECTION OF THE TASKS OF IMPROVING THE QUALITY OF EDUCATION IN THE STRATEGIC STATE DOCUMENTS OF THE RUSSIAN FEDERATION

Abstract. The article is dedicated to the issues of enhancing the quality of education and their reflection
in the strategic documents of the Russian Federation. In this aspect, it also considers the Russian
legislation on education, analyzes the structure of state programs and their constituent federal
programs. The leading role of state programs of the Russian Federation as the top level element of the
entire system of the target programs and the main instrument for the expression and realization of the
state policy, implementation of the key functions of state management of the economy and social sphere
is noted.

POTENTIAL OF THE HUMAN RESOURCES IN SERVICES SECTOR: FORECAST SCENARIO FOR RUSSIA

Abstract. The article provides information on the industry characteristics of the service sector based
on the theory of the post-industrial society. The author identifies the branches, which should be included
in the analysis of the employment in the service sector. The author uses a methodology developed by
him for calculating the number of the employed people .He justifies the forecast scenario of employment
in the service sector, including the educational area for the period up to 2030. The conclusion is that
the total number and percentage of labor service workers of the country will grow significantly in 2030.
The employment rate in a services sector in the total number of labor will approach 70%. This proves
that in the Russian economy there are tendencies inherent to post-industrial economies.

INSTITUTES OF DEVELOPMENT AS FACTORS OF ECONOMIC GROWTH IN THE INNOVATIVE ECONOMY

Abstract. The article deals with the necessity of strengthening the system of state support of innovative
entrepreneurship through the inclusion of development institutions The article analyzes the experience
of countries members of the European Union from the standpoint of creating the conditions
for accelerated development of innovative sectors of the economy. The innovation environment of the
Russian economy consists of a three-tier system of the development institutions: Federal, Regional and
Interstate (Eurasian Economic Union, the Shanghai Cooperation Organization, and BRICS). Authors
have identified the Federal institutions of the Russian economy. Those institutions have the functions
to provide an adequate financing and co-financing of innovative entrepreneurship. A special role in
financing of the innovative projects is played by the development institutes with the state participation
led by Vnesheconombank. The conclusion is made about the need to improve the system of state institutions
of the Russian economy in the direction of financial concentration of resources on key investment
projects, determining the perspectives of innovation development of the country.

ON THE ROLE OF EDUCATIONAL INSTITUTIONS IN THE PREVENTION OF JUVENILE DELINQUENCY

Abstract. The article is devoted to topical problems of prevention juvenile delinquency in educational
institutions due to the adoption of the Federal law № 182-FZ of 23 June 2016 „On the basis of crime
prevention system in the Russian Federation». The author attempts to examine the subjects of prevention
of offenses of minors, however, a significant place is given to educational organizations, particularly
schools. It is indicated that Federal law No. 182-FZ of 23 June 2016 „On the basis of crime
prevention system in the Russian Federation” is not paying proper attention to schools.

DEFINITION OF THE CONTENT „LEGAL SUPPORT”: FORMULATION OF THE PROBLEM

Abstract. Rapid development of social relations in the world today inevitably entails the need to improve
not only the forms of interaction between the participants, but also to develop a new approach to
management. There is a need to theoretically understand the concept of „legal support” that is actively
used but not duly reflected in the theory of law. The article presents the definition of the concept of „legal
support”, lists the inherent features and components. It also considers the correlation between the
concepts of „legal support” and the well-known theory of law „legal regulation”.

VIOLATIONS OF THE RIGHTS OF PRESCHOOL TEACHERS

Abstract. Today, some legal provisions relating to education, in practice, however, have moved into
the category of „just a recommendation.” In preschool educational institutions one may find mass
violations of the Labor Code of the Russian Federation and sanitary and epidemiological norms. Of
course, this can be partly explained by the difficult economic situation. The country simply cannot
afford to simultaneously perform, once taken by the government, social obligations (for example, to
eliminate the queue in kindergartens) and follow, once adopted, legal norms. And, catching the trend,
the leaders of the state budget educational institution care little about strict compliance with the labor
code and sanitary and epidemiological norms Since, due to the lack of interest from the parent
organizations in identifying violations and the lack of independent oversight, such non-compliances or
violations often remain as an “internal affair” of institutions. There are no sanctions against offending
executives. This vicious practice corrupts managers of state budget educational institutions and,
among other things, is preparing a fertile ground for the cultivation of legal nihilism in the pedagogical
community. That is really very dangerous, because it ultimately undermines the national security
of Russia. The teacher, who doesn’t recognize the Laws of the Country, is not able to raise patriots. In
the article the author reveals the mechanism of real offenses in one of the pre-school educational organizations
under observation.

CONTINUOUS PEDAGOGICAL EDUCATION IN THE REPUBLIC OF BELARUS – A FACTOR OF SUSTAINABLE DEVELOPMENT OF THE SOCIETY

Abstract. The article deals with the specifics of continuous pedagogical education as a key factor for
sustainable social and cultural development. As a mechanism to ensure the continuity of teacher’s
training it is considered a form of cluster interaction of its subjects. The article defines the training,
research and innovation cluster of continuous pedagogical education which was created in the
Republic of Belarus. The article specifies the levels of training, of teaching stuff and highlights innovations
in the system of continuous pedagogical education at every stage. The principles of pedagogical
education of the Republic of Belarus: the systems, continuity and succession are presented. The
article also notes the importance of developing scientific, methodical and organizational support,
ensuring stability and sustainable development of teacher’s education in the country. The necessity
of creating a positive image of the teaching profession in the public consciousness, of purposeful work
to enhance the prestige of teacher’s education. The priority tasks of the operation of the continuous
pedagogical education are defined.

Abstract. The article presents the overview of contemporary approaches, practices, methods and tools
for the evaluation of teacher’s professional competencies. Three types of publications have been analyzed:
those that give classifications of teachers’ professional competencies, the ones that describe the
practice of diagnostic of different competencies and the publications which describe implementation of
various instruments for competencies’ diagnostic. The systematization of international, Russian and
regional practices on teachers’ evaluation is presented. The special attention is paid to the approaches
and publications that correlate with the Teacher’s professional standard.

ORGANIZATIONAL AND PEDAGOGICAL SUPPORT FOR THE PROCESS OF ADVANCED TRAINING OF TEACHERS IN THE FIELD OF STRUCTURING THE CONTENT AREA OF THE DISCIPLINES THEY TEACH

Abstract. The article presents the arguments supporting the relevance of teacher’s training in the field
of structuring of the content area of academic disciplines they teach. The need for the teachers to master
such skills is based on low-quality content of textbooks and on the necessity to develop the skills of
knowledge structuring in the trainees. This has formed the basis for setting the objective of the problem
under study: developing organizational and pedagogical support for the process of advanced training
of the teachers in the field of structuring of content area of academic disciplines. Based on the objective,
a number of tasks have been defined, the methods and the extent of achievement of which are described
in the article.
The peculiarities of the organizational and pedagogical support developed for realization of such
training including important structural components contributing to the development of professional
skills in the field of pedagogical activity under study are specified, namely content and target, operational
and activity-related, evaluative and regulatory components.
The analysis of the extent of the development of the problem of formation of teachers’ professional
skills to structure the content area of academic disciplines has been carried out. As a result, the essence
of structuring of the content area has been described; the factors influencing the process of development

of teachers’ specialized skills have been determined; the program of advanced training for teachers and
conditions the realization of which will allow to achieve planned results in the field of professional
activity under study have been developed.

FUNCTIONAL APPROACH IN ACTIVITY PARADIGM OF CONTEMPORARY EDUCATION

Abstract. The article considers the issues of implementation of the activity paradigm of education. It
defines the tendencies of contemporary Russian language lesson. It provides opportunities of integration

Abstract. The article considers the problem of the process of forming the future officers’ readiness to
self-education in the framework of students’ independent activities. Readiness to self-education is considered
as a professional future officer’s competence. Features of the independent work of cadets at the
military College are defined in the article. Conditions influencing the formation of students’ readiness
to self-education are determined. It is shown that the integrity of the entire forming process is achieved
by the interrelationship between structural components of self-education and is implemented during
the process of students’ independent activity.

STEPS TO THE DEVELOPMENT OF QUALIFICATION REQUIREMENTS FOR ICT COMPETENCIES OF TEACHERS

Abstract. The article deals with the approach to the development of qualification requirements for
Russian teachers’ ICT competencies. The approach is built based on professional teachers’ standard
and meets current regulatory documents. The structure of the matrix of teachers’ ICT competences is
proposed. The first draft of teachers’ ICT competences is discussed. The project requirements to the
ICT competencies of teachers, prepared with the account of domestic and international experience in
the development of such documents are presented.

FEATURES OF CONSTRUCTING MATHEMATICAL COURSES IN THE CONDITIONS OF BLENDED LEARNING

Abstract. The article considers the issues of the use of training courses in the educational process of
the national higher education designed for blended learning and provides a historical overview of the
development of the system of blended learning in Russia. The concept of the blended learning is specified.
Conditions of use of courses of the blended learning in modern education are identified. Options of
use of the courses of blended learning in the professional education are considered. The prospects of development
of such use are planned. Features of courses of the blended learning (including the features
connected to students, to professors, to external and internal conditions) are marked out. Functions of
the textbooks used for the organization of courses of the blended learning are considered; requirements
to such textbooks are selected. The characteristic of several courses of the blended learning developed
by the author is considered, the analysis of practice of use of these courses in the educational process
is carried out. The prospects of further theoretical and practical work of this direction are planned.

Abstract. The article elaborates on the issues of preparation for the artistic and creative practice
(plein air) within the framework of additional education of children. The article presents the results
of the research work „Development of special skills and abilities of students in the process of artistic
and creative practice (plein air).” The author highlights the key differences of the plein air from the
studio training, emphasizes the importance of artistic and creative practice in the preparation of the
artist. The article describes the specifics of the foundations of graphic literacy with respect to the plein
air, touches upon the key points that reflect the essence of the training the student to the artistic and
creative practice.

THE ROLE OF THE PLEIN AIR IN THE SYSTEM OF ART EDUCATION

Abstract. The article deals with the plein air, of the most important issues in teaching painting,
which determines the success of the formation of the future art teachers. No other training activities
are able to give that fullness of sensations and impressions from the outside world, as the work in
the open air. Only practice teaches the artist to acutely observe and transmit the color features of a
particular state of nature, the influence of light and air and significant space. Just being in the full
and direct contact with the nature, a person perceives and learns the fundamentals of the universe,
comprehending the essence of the real world, harmony and pattern development. And only in the open
air the worldview of artist, understanding the relationship of man and nature is formed. The article is
intended for students of pedagogical institutes, teachers, artists and readers interested in the education
and training of the younger generation.

CONSISTENCY AS A LEADING PRINCIPLE OF MASTERING MUSICAL STYLES IN PRACTICAL PIANO CLASSES

Abstract. The article considers the mastering of the artistic styles of the students – musicians in piano
classes. It analyzes the main approaches to the style category. The role of systematic principle in the
process of mastering musical style is revealed. Style is interpreted as a generalization, the pivotal concept,
structuring and performing the listening experience and allowing students to combine different
types of activities (perception, analysis, attribution, interpretation, execution, interpretation of musical
works). It is shown that consistency combined with a creative approach in the study of musical styles
provides the scientificity, intelligence and strength of knowledge and skills, contributes to the harmonious
development of student personality, upbringing of his aesthetic taste, gaining of knowledge, formation
of creative and performing culture.

ELABORATION OF STUDENTS’ HOLISTIC PERCEPTION AND HOLISTIC IMAGING DURING THE PAINTING CLASSES AT THE ARTS FACULTY

Abstract. The article considers the theoretical and practical aspects of dealing with a sense of integrity
in the fine arts classes by the students of arts and graphics faculty. Holistic perception and holistic
imaging of nature allows to establish proper correlation between perspective and color, to reach artistic
unity of an image, and to escape fragmentation and variegation. The article is intended for students
of pedagogical institutes, teachers, artists and readers who are interested in the holistic and coherent
perception of the image in the painting.

Abstract. The article substantiates the relevance of formation of Patriotic culture as the basis for consolidation
of Russian society against the background of transformation of values occurring in the modern
Russian society. As a basic component of the process of self-identification of the individual falls
within the period of schooling, it is precisely this period that becomes significant for the formation of
patriotic culture, representing the highest system level of development of patriotic qualities. The article
also presents the main directions of Patriotic education, constituting its system, and also substantiates
the historical consciousness as the basis of the development of patriotic culture.

INTEGRATION AS A FACTOR OF DEVELOPMENT OF ARTISTIC AND AESTHETIC EDUCATION OF CHILDREN OF PRESCHOOL AGE

Abstract. The article deals with the issues of interaction of various educational developmental areas
in the educational process of preschool institutions; the use of process integration in the class on
a specific topic; introduction of network forms of interaction when carrying out experimental work
on the formation of an expressive image of man in productive activities such as drawing.
Experimental work was held on the formation of emotional and expressive image of a person at
drawing classes in the senior and preparatory groups of the № 26 kindergarten “Nezabudka”, Dolgoprudny
(Moscow region). The result of course is the expressive portrait that shows the professional
affiliation of the person.

PEDAGOGICAL TECHNOLOGY OF PROJECT TEACHING OF STUDENTS AS A CONDITION OF FORMATION OF PROFESSIONAL COMPETENCE OF FUTURE TEACHERS

Abstract. The article considers the concept „competence”. The concept „professional competence” is
specified. Components of professional competence of future teachers are considered. It is offered to
involve students in the independent cognitive, research activity which is implemented by applying the
project teaching. A survey is done to determine the level of awareness of the concept of „professional
competence” and its structure. The study on the dynamics of formation of components of professional
competence of students in the learning process as a result of the application of project technology is
presented. In order to improve the indicators of formation of components of professional competence of
future teachers, the program for development of each element of structure of their professional competence
through the use of project technology teaching is presented. Blocks of this program are presented
and their realization in practical activities in the process of teaching of students is considered.
