ISSUES OF IMPOSITION OF CRIMINAL PENALTIES REGARDING THE JUVENILE

Abstract. The article considers theoretical and legal issues relating to the appointment by the court of
punishment investigation of criminal cases on the juvenile crimes. The article also analyzes the features
considered by the court when imposing such types of criminal penalty as fine, obligatory works,
corrective works, restriction of freedom and imprisonment for a certain term.

Abstract. The article considers theoretical and legal issues associated with the study of the criminal
responsibility of juvenile. The article also analyzes the development of domestic legal regulation of
criminal responsibility of juvenile. On the basis of the analysis the norms establishing modern features
of responsibility of minors, and also the norms focused on the ensuring of special and precautionary
influence are marked out.

THE CONSTITUTIONAL BASES OF EDUCATION FINANCING IN RUSSIA

Abstract. The article reveals the importance of such vital source of financial law as the Constitution
of the Russian legal regulation of financing of education. In this regard the article considers the role of
the item 43 of the Constitution of the Russian Federation for the regulation of financing of education
according to which access to free education of appropriate types is guaranteed. The article offers and
substantiates for the future use the classification of standards of the Constitution from the point of
view of the mechanism of regulation of education financing.

LEGAL BASES OF PATRIOTIC EDUCATION IN THE RUSSIAN FEDERATION

Abstract. The article provides an analysis of the legal regulation of patriotic education of the youth
of today. Legal regulation of various spheres of society is necessary in order to comply with the rights
and freedoms of legal entities. This is especially true in the field of education, in particular in the field
of patriotic education of the younger generation (children and youth), as a future constituent of civil
society in Russia. Patriotic education is necessary for the functioning of civil society institutions, to
prevent the commission of wrongful conduct, to harm the interests of the state, society and individuals
and for preserving and increasing the cultural heritage of the Russian Federation and respect for the
history of the homeland.

CONCEPTUAL FOUNDATIONS FOR THE DEVELOPMENT OF CURRICULA FOR TEACHER TRAINING: RELIANCE ON TRADITION, ORIENTATION TO FUTURE NEEDS

Abstract. The relevance of the article is due to the current changes in the training of teachers. The
main directions and targets for the formation of a new model of pedagogical education are formulated
in the Concept of the Development of Moscow State University of Education, the leading institution of
the pedagogical education system.
The purpose of the article is to define the conceptual bases of the content of teachers’ training. Among
them are the combination of tradition and innovation, harmonization of the scientific subject, psychopedagogical
and educational components, the fundamental training as an integrated feature of the
relationship of different aspects of pedagogical activity. The article presents the experience of forming
the basic part of the curriculum of Moscow State University of Education.

ORGANIZATIONAL AND PEDAGOGICAL CONDITIONS OF IMPLEMENTATION OF THE PROJECT “MUSIC FOR ALL”
IN REPUBLIC OF SAKHA (YAKUTIA)

Abstract. The article discusses the status of music education as part of general education in Russia, the
Far Eastern Federal district, Republic of Sakha (Yakutia), the role and importance of musical education
in the harmonious development of children. The stages of formation of music education, formation of
personnel potential, infrastructure of music culture in Yakutia are described. The author gives a critical
analysis of the problems of the musical education of the younger generation. The experience from the
project „Music for all”, implemented on the basis of public-public partnership in the Republic of Sakha
(Yakutia) is observed. The article also reveals the organizational and pedagogical conditions of implementation
of the innovative project „Music for all”: the creation of a legal and regulatory environment,
organizational structure, scientific-pedagogical conditions of training, educational, and cultural environment
of the project, logistical bases, as well as mechanisms of interdepartmental interaction, stages
of organization and promotion. The article identifies priority goals and objectives; formulates conditions
for their implementation and key indicators for monitoring the phases of the project.

Abstract. Considering the discipline „History of music education” as an important component of training

THE IMPACT OF THE REGULATORY REQUIREMENTS OF THE COMPLEX „READY FOR LABOR AND DEFENSE” ON THE FORMATION OF MORALAND PATRIOTIC QUALITIES OF THE TEACHING COMMUNITY OF RUSSIA

Abstract. Introduced by the decree of the President of the Russian Federation from 1 September
2014 a new national complex „Ready for labor and defense” enables to determine the level of physical
preparedness of different categories of citizens and their relationship to their physical improvement.
Properly organized propaganda of the complex would allow to actively influence the minds of Russians
in order to understand the importance of health promotion not only for themselves but also for effective
preparedness for labor and defense of the state, to form moral and Patriotic qualities. Forming a
teacher-patriot means formation of a cultural person. The higher his cultural level the more varied and
brighter manifest his moral and Patriotic qualities. An important direction in the solution of these
problems among pedagogical community is creation of normal morally- psychological climate, public
opinion in the state about the work of the teacher, the high level of motivation to constant physical
improvement for the sake of Russia.

SOCIAL PROJECT AS A FORM OF PRESERVING HISTORICAL MEMORY

Abstract. The article provides information on holding a new social project ‘A country with a great
history’ and participation of first-year students of Lipetsk State Pedagogical University in All-Russian
campaign ‘Schools of my family’. The relevance of this social project has been examined from a position
of historical memory preservation. A vision and educational mission of this campaign, its ideological
values are revealed though the conception of patriotism. The article considers the fragments from
the students’ stories about past significant school events. The analysis of the content of the presented
events, both during the direct work on writing the texts and during the discussions is defined from
the position of taking a personal share into writing a history of a native country.

METHODICAL READINESS OF FUTURE TEACHERS OF FINE ARTS TO THE DESIGN OF TEACHING MATERIALS

Abstract. The article elaborates on the importance of one of the main aspects of the methodological
training of bachelors of pedagogical education (profile „fine arts”) in designing the teaching materials.
Bachelor of education must have system knowledge of ergonomics, age features of perception of text and
visual information by the child, knowledge of font work, composition of a separate shot, slide, page
format. The main purpose of this kind of methodological training of future teachers of fine arts is to
give experience in the development of the layout to foster the ability to divide educational information
into the right didactic portions, to efficiently use the feedback function-interactivity when working with
children, to keep to the proportions of the „text-image”. The article provides analysis of the identified
levels of methodical readiness of undergraduate students to design didactic materials and identifies
the levels of methodological creativity of students in project implementation of creative books on the
topics of the school subject „art” for a public school.

AESTHETIC AND EDUCATIONAL POTENTIAL OF THE LESSONS OF WORLD CULTURE

Abstract. The article reveals the essence of the concept of aesthetic and educational potential of the
lessons of world culture, the use of which is presented as one of the solutions to the problem of artistic
and aesthetic education of high school students; gives the substantial characteristics of the concept and
identifies five vectors: emotional, epistemological, creative, axiological, communicative. It is proved
that the aesthetic and educational potential of the lessons of world culture is a multi-vector complex
of educational opportunities of art lessons, which, under certain pedagogical conditions is a source of
generating in students’ consciousness and sub-consciousness the pulses of psychological and personal
(„self-disclosure”, „awareness”), cognitive and heuristic („awakening of interest”, „search of perfection”
and others.), creative-activity („active steps”, „imitation”) character and humanistic value orientation
(„empathy”, „tolerance”). It has been defined that the action of the potential is focused on forming
among senior students personal values, attitudes, tolerance towards other cultures and nations, the
awareness of the unity of the world’s cultural diversity, in which each culture is original, distinctive
and unique.

THE YOUTH SPORT AS A SPACE FOR INTELLECTUAL DEVELOPMENT OF ADOLESCENTS: UPDATE OF THE CONTENT OF CONCEPTUAL APPARATUS OF INTELLECTUALLY MEDIATED SPORTS TRAINING

Abstract. Current trends of development of sport for children and young people are determined by
the increase of demands to the quality of athletic preparedness of young athletes and identification of
resources, providing improvement of athletic performance. Intellectual training in the system of sports
training with proper theoretical and methodological, methodical and organizational-pedagogical argumentation
acts as an additional resource that improves the system of sports training in general.
The updating of the content of athletic training in the „intellectual training of the athlete” is associated
with the updating of the content of conceptual apparatus and the subject to the consideration of
a number of the presented pedagogical categories, including: intelligence and intellectual ability of
the young athlete to successful realization within sports activities; the structure of intellectual abilities; intellectual problem and intellectual challenge of sports activity; the actualization of the types of
intelligence in the solution of intellectual tasks; intellectual resource, intellectual experience and intellectual
potential of the young athlete and etc. Practical implementation of athletic training of these
categories, based on the concept and technologies of intelligent training, led to the growth of procedural
and productive parameters of sports activities of a teenager.

A DISTRIBUTED MODEL OF NETWORK INTERACTION AS A MECHANISM OF DEVELOPING SCHOOL MANAGERS’ ADMINISTRATIVE SKILLS

Abstract. Search of modern approaches to school management requires a new view on the managerial
skills of its leaders. The article presents the concept of the office administrative skills formulated by the
author, their types and structure. As the mechanism of formation of managerial skills of school leaders,
serves network cooperation of educational institutions. The existing models of network interaction
were analyzed and the distributed model was selected. The article gives its characteristics and presents
the advantages. On the example of a distributed network of educational institutions of Krasnoyarsk
the formation of administrative skills of managers are presented. The article defines the objectives
and principles of such network interaction, structure and characteristics of constituent entities of the
network, describes the main activities and tools of networking.

THE INFLUENCE OF FOLK-PEDAGOGICAL TRADITIONS ON THE DEVELOPMENT OF LITERARY-CREATIVE ABILITIES OF CHILDREN

Abstract. The article discusses the concept of the folk tradition, in particular focuses on the folklore
and traditions of teaching that could affect the development of personality of today’s children. Traditions
significantly influence the development of society in general and in particular - on the formation
of personality. Special attention is paid to the problem of the development of literary-creative abilities
of children in terms of initiation to folklore, incorporating folk art into modern types of learning and
leisure activities of children. Appeal to folklore, to its different genres can contribute to the revival of
artistic traditions of folk pedagogy and improve the use of various methods and techniques that form
the artistic and creative abilities of children in modern conditions. The article points out that this
problem should be treated from the position of syncretism of folklore, from the standpoint of the relationship
between labor, art, household and pedagogical traditions.

EFFECTIVE INTERACTION OF CIVIL AND MILITARY INSTITUTIONS IN THE SYSTEM OF PHYSICAL PREPARATION OF YOUTH FOR SERVICE IN THE ARMED FORCES OF THE RUSSIAN FEDERATION

Abstract. The article presents a comparative analysis of physical training of two groups of children of
secondary school age, where the criteria for defining the level of physical training of senior pupils are
the results of the exercise, reflecting the physical qualities: „strength”, „speed”, „endurance”.
The control group included pupils of educational institutions that do not support persistent relationships
with military units and military personnel, where specialists of physical culture do not pay attention
to the development of military-applied skills of pupils. The experimental group consisted of
pupils of educational institutions, which maintain permanent contact with military units and military
experts of physical training and focus on the development of military-applied skills of pupils.
Analyzing the obtained results it can be claimed that in the experimental group, where relations with
the military personnel are permanent, the results of the exercise are high, and in the group, where relations
with military personnel are changeable or absent, the results of the exercise are low, both among
the young men and the girls. The author considers that in a solution of the problem of formation of a healthy lifestyle, development of physical training and formation of military and applied skill among the senior school students for
service in Armed Forces it is necessary to effectively use the possibilities of family education, additional
education, system of military patriotic education involving military experts of physical training.
The article can be useful for physical education teachers, coaches, organizers of sports events and
lovers of military-applied kinds of sports, for example: in the preparation of young people for service in
the Armed Forces, and heads of physical training, sports organizers, instructors on physical training
of the Armed Forces of the Russian Federation.

CONFORMITY WITH NATURE IN TERMS AND DEFINITIONS

Abstract. The article deals with the problem of giving a general definition to the term ‘conformity
with nature’ (as used in Russian pedagogy). The author analyzes existing definitions by Gamezo,
Kodzhaspirova, Kodzhaspirov, Bezrukova and Piskunov and raises a question about the compliance of
existing terms and their definitions to the essence of conformity with nature. To meet this objective, the
article presents the difference in representations of the term ‘conformity with nature’ by J. A. Comenius
and J. J. Rousseau, and consequently the author proves the necessity of making changes in the definition
of ‘conformity with nature’. As a result the author proposes the term ‘a paradigm of conformity
with nature’.

HISTORICAL STAGES OF DEVELOPMENT OF PATRIOTIC EDUCATION IN RUSSIA

Abstract. The article analyzes some changes in the area of upbringing and its interrelations with historical
development of Russian State from the 14th to 20th centuries. Basing on the changes in the process
of patriotic education within the considered period, the article traces the issues about its current condition
and possible way of further ways of development towards patriotic education in Russia.
The article emphasizes that patriotic feeling doesn’t form and exist by itself it appears as an answer
to different historical challenges which life realities give to the existing society at certain periods
of time. Thereof, the patriotism is both historic and pedagogical category. This term has been
adjusted with changing of socially-historical forms and with development of social science. Moreover

two directions of patriotic upbringing: patriotic and military-patriotic education.
On the basis of studying of the issues, a number of conclusions about the number of „rise waves” of
patriotic mood, its reasons and the total direction of patriotic education in Russia has been formulated.

STRUCTURE OF THE ABILITY TO ANALYZE THE PLANIMETRIC PROBLEM BY PUPILS OF PRIMARY SCHOOL

Abstract. The article deals with the problem of analyzing the conditions of planimetric problems by
pupils of the primary school as a fundamental step in the process of solving such problems. The concept
of the ability to analyze the condition of planimetric problem is considered and a component structure
of the ability is developed. Each component (static, converting, graphic) is a group of abilities making
up the whole ability to analyze the condition of planimetric problem. Static component contains the
ability which enables to read out the conditions of the problem without direct changes. The converting
component allows to get information from the condition of the problem when it changes (variation).
The graphic component is represented by the skills associated with the construction of the drawing,
the respective tasks of the condition. A schematic structure of the ability to analyze the condition of
planimetric problem by school pupils is presented. Examples of planimetric tasks that form the selected
skills that can be used in the practice of teaching school mathematics are given.

THE MODEL OF DEVELOPMENT OF POTENTIAL OF GIFTED ADOLESCENTS IN CREATIVE EDUCATION: THEORY AND EXPERIENCE OF IMPLEMENTATION OF STRUCTURAL-FUNCTIONAL MODEL

Abstract. The article presents a model of development of a gifted teenager in the context of creative education
as a theoretical basis for the continuity of subject-subject interaction between the teacher and the
gifted teenager. During its construction a structural organization of creative educational process based
on cooperation is modeled. In the structure of this model teachers will be able to develop and enhance the
potential of a gifted teenager, to ensure his activity and independence with the help of creative technologies,
and young students in their turn by developing their potential, will be able to realize their creative professional,
creative and personal tasks. The article considers professional and personal qualities of a teacher
in the organization of the process of development of gifted students’ potential. The model of development of
this potential in the creative education consists of three components: target, meaningful, action-productive.

PATRIOTIC EDUCATION: WHO DO WE EDUCATE?

Abstract. The article is devoted to Patriotic education, which is identified as a key task of citizens’
educating in Russia. The authors emphasize the following aspects of the problem: the danger of following
political environment to the detriment of pedagogically verified approach, the danger of performing
the role of „scientific study” of political and ideological decisions by pedagogical science. The task of a
pedagogical science is to carry out a deep reflection of the experience of Patriotic education of the Soviet
period; to clarify the conceptual framework of Patriotic education: to identify common and distinctive
features of military-Patriotic and civil-Patriotic education; to warn about the risks of bias in favor of
the military one. This bias leads to the militarization of consciousness and educational practices, to the
division of society into friends and foes. Patriotic education should be carried out in organic connection
with civil and moral education and to be based on them. Real Patriotic education should form the
range of feelings associated with the history of the country: both the pride of its glory, and bitterness
for the unworthy facts.

ACTIVITY BOOKS AS PART OF MODERN TEACHING MATERIALS ON HISTORY

Abstract. The article presents the research findings showing the history teachers’ necessity for study
guides as part of teaching materials. The article considers approaches to the development of history
activity books as part of teaching materials in the 2000s as well as factors influencing the process
of development and creation of these study guides for students. The article focuses on the influence
of standardization of school history education and introduction of the Unified State Examination
(types of tasks) on the contents of activity books. It provides the grounds for classifications underlying
the types of modern activity books. Instructional potential of activity books as part of teaching
materials has been studied. The contents of activity books developed in accordance with the secondgeneration
Federal State Educational Standard (FGOS) and historical and cultural standard have
been analyzed. The article shows the differences in authors’ approaches to the development of activity
books in accordance with contents- and process related peculiarities of textbook lines as well as the
differences due to functional load of activity books as part of teaching materials. The article provides
methodological recommendations on planning of work with activity books and their use in educational
process.

FORMATION OF THE EFFECTIVE POLICY OF PHYSICAL TRAINING OF STUDENTS

Abstract. The article substantiates the necessity of improving the process of physical training
of students. The article presents a series of organizational measures to improve the physical training
of students, in particular, the introduction of training for self-study assignment and with the supervision
of the teachers, differentiated semester credits, creation of sports clubs in every university. It is
shown that the introduction of physical culture and sport in everyday life of each student, as it
is demanded by physiological laws of the developing organism, is a direct way not only to the
increasing of the level of their health, but also to general improvement of the nation both in psychophysical
and socio-economic terms.
