CONSTITUTIONAL AND LEGAL REGULATION
OF PROPERTY RELATIONS OF LAND IN THE REPUBLIC OF ABKHAZIA

Abstract. The article considers some issues of formation and development of the land and property
relations in Abkhazia. The legal status of lands, their standard, public, social and economic status is
investigated. Relevance of the present article doesn’t raise any doubts as the issues of legal regulation of
the relations of property on the land plots in all its aspects are of keen interest in many sciences including
the constitutional law. Lack of private property on the land in the Republic of Abkhazia, and also
a ban on involvement of the land plots in civil circulation has caused interest in legal regulation of the
property relations on the land plots in the Republic of Abkhazia. The article analyzes the essence of the
category „property” using a large amount of legal documents. Besides, to identify the issue, the article
reveals questions of a ratio of the state and private property in the Republic of Abkhazia. The extensive
analysis allowing to decide on a serious question is submitted - whether the state property can correspond
to effective provision of the rights and legitimate interests of citizens of the Republic of Abkhazia.

THE „SMART CITY’’ MODEL AS A MANIFESTATION
OF THE NEW TECHNOLOGICAL MODE

Abstract. The article considers the concept of a „smart” city – ensuring modern quality of life through
the use of innovative technologies which provide economic and eco-friendly usage of urban systems
of life. The model of „smart city” („smart economy”, „smart mobility”, „smart people”, „smart environment”,
„smart accommodation”, „smart management”) reflects features of the new sixth technological
mode based on NBIC-convergence where the N is nano, B – bio, I – information, C – cognitive technologies.
Experts and their competences which will be required to the smart cities are discussed. The
educational and methodical development (role-playing game) „Green smart city of the future” has been
worked out for vocational guidance work with high school students.

ORGANIZATIONAL AND LEGAL CONDITIONS OF SUPPORT FOR
INDIVIDUALS WITH EXTRAORDINARY ABILITIES IN HIGHER EDUCATION
INSTITUTIONS IN RUSSIA OF THE 19TH CENTURY

Abstract. The article dwells upon the organizational and legal conditions of support for individuals
with extraordinary abilities in higher education institutions in Russia of the 19th century. Due
to national specificity, the establishment of the elite institutions developing all-round abilities of the
students was stimulated by the administrative reform of Alexander I on the one hand. On the other
hand, the reforms of Alexander II in Russia updated the demand for the quality of education in various
specialties and increased the role of diverse educational institutions. The charters of mentioned
institutions contain the elements of legal support of talented students.

THE VALUE OF SIGN LANGUAGE IN THE ACTIVITIES OF POLICE OFFICERS

Abstract. The article focuses on sign language and its speakers. Despite a significant number of native
speakers (Russian languagists are about 2 million deaf), this language is poorly understood, poorly
documented.
It is difficult for the deaf in a world of sounds. In the age of information technology the deaf people
still face a lot of problems in implementing their rights and exercising responsibilities. It is difficult for
them to call the police, talk in the street. However, ratification of the Convention On the rights of people
with disabilities aims to change this situation. Society places demands on the level of education, level
of development, education of police officers. One of these requirements is the knowledge of the sign
language by the police. Today the bodies of internal Affairs have to address the issue of teaching the
sign language the police officers and, in particular, the students of educational institutions of the MIA
of Russia.

MATHEMATICAL EDUCATION IN SINGAPORE:
TRADITIONS AND INNOVATIONS

Abstract. The article analyzes the system of teaching mathematics in Singapore. The “Singapore
mathematics” has attracted the attention of the international community of researchers and practitioners
of mathematical education in the last decade of the 20-th century, when it was found out that the
Singaporean pupils show consistently high results in international studies of achievements in mathematics.
The article describes the brief history of reforms in mathematical education in Singapore in
the second half of the 20-th century. Main features of mathematical curricula and modern mathematics
textbooks for primary and secondary schools in Singapore are revealed, e.g. concentrated teaching
using spiral structure of curricula.

THE FEATURES OF PARENTAL ATTITUDE TO SCHOOL IN FOREIGN

Abstract. The article is devoted to the overview studies of parental attitude to school in foreign literature
over the past five years. The study presents data confirming the importance of establishing
effective partnerships between school and family to create a favorable learning environment for pupils.
The pattern of parents’ participation in school life of their children and its impact on the academic
outcomes of the child are examined. The relationship between parenting styles and features of the involvement
of parents in the educational process are discussed.

THE PHENOMENON OF CONTINUITY IN THE DEVELOPMENT
OF THE STUDENTS MORAL VALUES RETRACTED

Abstract. The article focuses on theoretical basics of teens’ development of moral values presented by
philosophical, scientific and pedagogical methods which allow considering this process as logical, progressive
and consistent connections among stages of moral development that guarantee a steady development
of moral experience with pedagogical and physiological basis. The article also highlights features
of teens’ moral development, which come from common and special characters of the above mentioned
process, renovation of pedagogical tasks in modern schools on different levels of pre-teens and teens’
teaching as well as from its multi-levelness. The article reveals basics of teens’ moral development as a
pedagogical process, which includes interconnected and interdependent components. It highlights substantial
features of moral values within modern conditions as well as contemporary characteristics of
the considered age group. Criteria, indicators and levels of pre-teens and teens’ moral development are
well founded. The article shows common and special characters of moral development where the common
characters are demonstrated at the process stages while the special ones are shown in the contents of the
discussed stages of moral development which depend on distinctive features of the considered age group,
physiological changes, social and pedagogical conditions in which the process is carried out.

Abstract. The article examines the problem of checking and assessing communicative universal learning
activities which, according to FSES for compulsory education, are part of meta-subject teaching results at geography lessons. The article presents questions and assignments which are brought in accordance

MEANS OF TEACHING PUPILS THE GEOMETRY
IN THE CONTEXT OF THE ENLARGEMENT OF DIDACTIC UNITS

Abstract. This article continues the presentation of the results of a series of the author’s researches on the theory and practice of teaching pupils geometry within the activity concept of the enlargement of didactic units (EDU).
According to the activity concept of EDU the main didactic unit of teaching pupils is an action as its structural backbone component. This concept contributes to the quality of education at the “cellular” ( action) level, by implementing in teaching the enlarged approach to the formation of actions adequate to learning substantive components of teaching, such as in mathematics – problems, theorems, concepts,
methods of solving problems, etc. It makes possible to build a unified methodological basis of the subject teaching, when the learning process appears as a reflection of real, continuously evolving, dynamic
subject matter.
The article presents the main means of teaching pupils in the context of the activity concept of EDU – a graph-chart, a matrix (table), a deformed exercise, a deformed graph-chart, a deformed table, reference
sheets (cards, schemes), blocks of enlarged problems. It also gives the examples of exercises that enhance the efficiency of the use of these means in teaching geometry.

Abstract. The article analyzes some difficulties in realization of the federal state educational standard
of preschool education (hereinafter – FSES PE), connected to the absence of approved exemplary preschool education programs. It describes the educational model as a variable-based scheme in realization
of FSES PE. Categorical and componential structures of the preschool educational model are given. It includes a case study of an educational model applied when working with preschool-age children (the conceptual usage is described, structural components are characterized).

Abstract. The article considers the role of children’s information organizations in formation of value orientations of children and adolescents through modern information-communication technologies. The relevance of the article is determined by the tasks of modernization of education as the information and communicative society and the need of development of the appropriate pedagogical technologies The authors analyze a unique long-term experience of children’s information organizations (CIO) in Buryatia as a space of new opportunities promoting the formation of a new „information” children of mentality that defines „tomorrow” society.
Satisfaction and continuous development of the variety of information needs of children and adolescents
in many respects depends on the proper organization of children’s information associations. The research results will help teachers to find their way in the innovation activities of children’s information
associations. The article summarizes the results of studies conducted in the framework of the regional festivals and rallies, proving that ICTs contribute to positive socialization and formation of value orientations of children and adolescents. This experience will be useful to teachers, practicing innovation in CIO.

FORMING OF GRAPHIC WRITING SKILLS IN PRIMARY SCHOOL

Abstract. The article is dedicated to the study and development of graphic writing skills in young students.
The article places a special focus on the development of fine motor skills in children of primary school age when learning to write and developing handwriting skills. Writing is one of the most important
activities in the system of learning activities for primary school age. The relevance of the subject of this article stems from the significance of the specifics of shaping physical actions and operations as part of graphic writing skills for primary school age and the need to work out a special program for the development of fine motor skills in children. The article presents the results of research on the level of development of graphic writing skills at various stages of education, and provides an assessment of the differences in the development levels of individual indicators of graphic writing skills. The authors offer a program for developing fine motor skills in children that consists of three sections (development of fine motor skills, development of coordination and accuracy of actions, and development of inter-analysis interaction and sense of rhythm).

Abstract. Improvement of qualitative parameters of educational and sports activities of a teenage athlete is correlated with the effectiveness of intellectual activity that, from the one hand, is characterized
by individually-typological peculiarities and, from the other hand, is entailed in its successful format with the pedagogical regularities of the learning process of the subject. The main objective of the study is to identify the peculiarities of intellectual activity of young athletes in nonspecific conditions
and to develop pedagogical tools to optimize its quality. The efficiency of the intellectual activity is explained by the amount and stability of attention, the formation of ability to voluntarily regulate activity, pedagogical skills of the coach determining learning the parameters of intellectual activity in the structural components of action and activity; determining the formation and criterion of a teenager
on the assessment of their success in sport training.

USING THE MNEMONICS AT THE RUSSIAN LANGUAGE CLASSES
IN A MULTY-ETHNIC SCHOOL

Abstract. The article discusses the possibility of applying the techniques of mnemonics at the lessons of Russian language in multi-ethnic school. Using mnemonics in teaching of foreign pupils is the most important when learning vocabulary. Such techniques of mnemonics as pictures, puzzles, short poems, etc., cause in pupils associative images that help to remember new words and their meanings. Great effect has working with pictures, the use of which stimulates the use of different language units, enriches
student’s vocabulary and is used to build phrases and sentences and to compose coherent texts.

TWO DIRECTIONS OF INTER-SUBJECT TEACHING THE RUSSIAN LANGUAGE IN A MODERN SCHOOL

Abstract. The article deals with the problem of teaching Russian language within the whole school educational process. The article introduces the definition of inter-subject teaching of Russian language,
the type of teaching in which all the areas of educational process are becoming a didactic field for learning Russian language and universal educational activities connected with it.
Two directions of inter-subject teaching of Russian language are described, they are useful to implement
both in the classroom and in extracurricular activities. First of them is implemented by the teachers
of Russian language and is connected with the transferring of the subject „Russian language” to other subject areas, work under the guidance of a teacher-philologist in different areas of the world. Second direction is connected with the activities of other subject teachers – it is a revealing of Russian language sphere of application among various subject fields of teaching and working with linguistic aspects of the subject material. This kind of inter-subject teaching the Russian language the author calls lingua-didactic support of school disciplines. The second direction is yet not widespread in Russian
education system, however, the relevant types of teachers’ work are increasingly in demand, and meet the social order represented in the modern standard of general education.

THE CONTRIBUTION OF ANASTASIA AND MARIA ADRIANOV TO THE DEVELOPMENT OF MONTESSORI IDEAS IN RUSSIA

Abstract. The article presents a reconstruction of little-known Russian teachers Anastasia and Maria Adrianov pedagogical views, and their unique experience of M. Montessori ideas adaptation to the mass Soviet school in the 1920th–1950th. The pedagogues’ family name verification has allowed us to study systematically the publications of A. and M. Adrianov and perform a chronological classification of their creative activities. Comparative analysis of pedagogical principles, teaching forms, methods, curriculum and didactic materials of the Adrianovs with M. Montessori and Yu. Fausek traditions reveals the continuity of their views. The article also presents a description of some original didactic approaches and materials. Successful experience of the Free Education and traditional school system integration indicates a new direction of the Montessori Education development in Russia.

Abstract. The article describes the main negative trends in the field of child health (increase in the number of children with retarded biological development level, increase in the incidence, chronic disease
children; the decrease in the number of absolutely healthy children starting the school, etc.), presents a different perspective on the health of school-age children and negative factors influencing them (genetic, socio-cultural, psychological, institutional, etc.), designates stereotypes in understanding
the causes of the deterioration of children’s health (increase in training load and intensity of the educational process, the low level of professional competence of teachers) identifies the major risks and prospects of development of the existing risk-taking situation (the risk of disintegration of the theory and practice of preventing pupils diseases; risk of inertial functioning of the school; the risk of simulation
activities in healthcare), offers the ways to solve existing problems and risks (formation of rating for a negative impact on the health status of schoolchildren factors, the creation of tools for the formation
of students’ abilities to work with the growing amount of load, update teacher training system).

Abstract. The article discusses the characteristics of the information society, the individual needs and learning objectives, the role and place of modern higher education and its development prospects. of education in modern society. The study argues that counter the negative destructive tendencies is possible through the preservation and revival of traditional universal and national values.

THE USE OF CREATIVE TASKS AT GRAMMAR LESSONS

Abstract. The article is devoted to the development of speech and thinking of students and their preparation
for writing the summaries through the use of creative tasks in grammar lessons. As additional material the article considers different reproductive and productive tasks to texts on the example of a statement miniature, the statement with a material regrouping; stylistic, lexical, grammatical tasks have interpretative nature and are directed on training school students in interpretation of the text.

V. I. REBIKOV’S “FABLES IN PERSONS”: MUSICAL-DIDACTIC INTERPRETATION OF THE GENRE (to the 150th anniversary of the composer)

Abstract. The article deals with the problem of studying fables by school students based on synthesis of literature, music and theatre within poly-art approach to teaching and educating children. The need for special means for the solution of this pedagogical task could be explained by the contradiction between external simplicity of fables and need of sufficient life experience and knowledge for their adequate understanding.
Authors consider the issue on the case study of “Fables in persons” by the composer V. I. Rebikov on texts by I. A. Krylov specially created for the organization of musical and theatrical creativity of school students. A feature of this cycle is the wide use of melodic recitals very popular at the turn of the 19–20th centuries, including school theatrical performances. Based on the analysis of separate parts of a cycle, the didactic orientation of music of “Fables in persons” is revealed allowing pupils to visualize the characters’ nature and their relations and to focus on the meaning of the poetic text. .

Abstract. The article is devoted to the concept of metasubject content of a school course of physics and its contemporary importance. Results of investigation of the metasubject content of lab works in physics textbooks are presented. These results demonstrate the absence of any system of using the meta-subject content in composing of laboratory work descriptions. The article justifies the importance of the consideration and integration the metasubject content and the ability to use it as a means of personalization of education.

Abstract. The aim of the article is to determine the critical thinking level of the students of the physics
and mathematics department at pedagogical universities. A special questionnaire was designed for this purpose. The results indicate some progress of developing the critical thinking of the students from the first to fifth courses. The authors suggest a special course which makes developing of students’ critical thinking more efficient.
